The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is looking for a Residential Practice Manager to join our Mental Health Forensic team. Works under the direction of the Vice President Forensic Mental Health Division and/or MH & Forensic Nursing Director. In addition, works collaboratively with the Harris County Community Supervision and Corrections Department (HCCSCD) and Gateway Foundation Corrections (HCRTC) to provide quality, administrative and fiscal oversight of supervised programs/units. Also provides supervision of specialized clinical functions. Is responsible for carrying out program/unit goals and objectives. Has authority to review and implement decisions and recommendations made by staff. This position requires travel, flexible work hours and on-call status. Responsible for program planning and implementation for a 24-hour Dual Diagnosis Residential Program.

What you will do:

  • Plans, implements and supervise program/unit objectives in accordance with agency policies and procedures.
  • Reviews compliance, performance improvement and any other audit reports on the services provided. Creates/implements/monitors corrective action plans based upon report results.
  • Monitors the delivery of appropriate services, staffing patterns of the program/unit, ensuring that positions are posted within agency guidelines.
  • Ensures ongoing supervision and evaluation of program/unit staff performance to facilitate optimal performance.
  • Responsible for assuring compliance with contract metrics; agency and contract mandatory training requirements are met.
  • Serves as a liaison in communicating relevant information between administration and program/unit staff via verbal and/or written communication as well as external agencies/facilities specific to the operating unit.
  • Works collaboratively with the Vice President Forensic Mental Health and the MH & Forensic Nursing Director; Gateway Management Leadership on-site and HCCSCD to communicate relevant ongoing and timely information affecting the delivery of mental health services to staff and consumers in an emergency and disaster event.
  • Manages the budgets for supervised program/units in accordance with agency financial guidelines and controls. Reviews reports used in budget and productivity projections for Agency services at local, state and federal levels.
  • Ensures institution of procedures/actions to follow-up on incidents/safety issues that pose a liability risk for the agency and/or have a significant impact on the quality of consumer care.

What qualifications you will need:

  • Master’s Degree or equivalent
  • Licensed Master of Social Work (LMSW) or Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) or Doctorate (Ph.D./ PsyD/ EdD)
  • Minimum five years general management experience or 3 years of inpatient/residential management experience. This experience must include overseeing budgets, supervision of professional staff and paraprofessional staff to include 24-hour operation coverage.
  • Principles and practices of effective employee supervision, development and evaluation.
  • Mental health code and rules, regulations, policies related to restraint/seclusion.
  • Principles of psychiatric emergency management
  • Crisis intervention techniques
  • Effective data collection skills
  • Clinically sound decision-making.
  • Leadership and management principles
