LOCATION BASE: Ulster Day Program

SHIFT/PASS DAYS: 8:00am- 4:00pm Monday-Friday Saturday/Sunday Pass

POSITION DESCRIPTION: The Rehabilitation Counselor 1 (RC1) will be based at the Ulster Day program and will oversee the work program. The RC1 will provide adequate development and oversight of the prevocational opportunities and DOL requirements for minimum wage earners.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties include but may not be limited to:

· Oversee community based prevocational services

· Evaluate and assess the skills of the individuals and provide work objectives for the individuals to improve their marketable skills.

· Assure/ensure that prevocational notes and summaries are completed timely

· Explore new employment opportunities for the individuals

· Completes invoices for all Ulster Day Program contracts

· Complete annual FICA recertifications and eligibilities

· Complete bi-annual hourly wage determinations and submit to APC

· Will attend all meetings for IRA individuals and liaison with CM’s and individual ITTs

· Medicaid Compliance

· Acts a liaison between clinical staffing, direct care, treatment team leaders and business owners.

· Ensures communication occurs in an effective manner

NOTE: You must have a valid driver’s license to apply as travel is a part of the duties involved in this position. This may include a state-owned vehicle, as available, or the employee’s own car. An employee who uses his/her own car will be reimbursed at current negotiated rates.

MINIMUM QUALIFICATIONS:

Permanent Qualifications: Candidates must currently be a permanent Rehabilitation Counselor 1 OR be reachable on the current Civil Service eligible list.

OR

Transfer Qualifications: Candidate must be eligible for transfer under Section 70.1.

Provisional Qualifications: A Bachelor’s Degree in a human service field** and two years of post-bachelor qualifying experience*** OR

A master’s degree in a human services field** and one year of post bachelor’s qualifying experience***

OR

A master’s degree in rehabilitation counseling.

** Human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama, and music; rehabilitation counseling; social work; and sociology.

***Qualifying Experience: To qualify for the examination you must have professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions. Internship experience does not count if it was credited toward the qualifying degree.
