Definition

Professional, technical and administrative work coordinating the Cape Light Compact’s (Compact) regulatory and compliance requirements for the Compact’s Energy Efficiency Program; all other related work, as required.

Supervision

Works under the general direction of the Strategy and Policy Manager. Functions independently referring special problems to supervisor only where clarification or interpretation of policy or procedures is required.

Performs highly responsible functions of a complex nature; exercises considerable independent judgment in overseeing the in-house and joint outsourced evaluation, monitoring and verification (EM&V) studies of the Cape Light Compact. Duties involve the performance of specialized procedures requiring the exercise of technical expertise in applying standard professional techniques.

Job Environment

Work is generally performed under typical office conditions; some work is performed out at customer facilities and outdoors under varying weather conditions. There can be some fluctuations in the work volume, due to state mandated regulatory deadlines.

Operates a computer; operates general office equipment; operates an automobile.

Makes frequent contact with Massachusetts utilities and consultants. Represents the Compact in relevant energy efficiency working groups and management committees. Contacts are in-person, by telephone, or through written correspondence and generally relate to statewide evaluation studies or Compact specific program data and/or results. Has periodic contact with the Cape Light Compact Governing Board and industry representatives. Has occasional contact with the media and the general public including making presentations to increase awareness of energy efficiency program offerings.

Has access to departmental-related confidential information, such as lawsuits and bid documents.

Errors in judgment could result in delay or loss of service, financial and legal repercussions.

Essential Functions

Assists the Strategy and Policy Manager, and all energy efficiency program staff, in the collection and analysis of information to document the impacts of the Compact’s energy efficiency programs; including quantifying the effectiveness of programs and program measures.

Reviews complex reconciliation models, electric bill impacts, energy efficiency forecasts, and provides input into the generation of outputs and reports from such models.

Review statewide and Cape Light Compact evaluation studies that include advanced statistical and engineering analysis. Stays apprised of and applies standard practices to the evaluation planning and reporting models and supports the design and development of energy efficiency programs based on this knowledge.

Assists in the maintenance of internal data tracking systems and generation of reports for internal and external stakeholders.

Responsible for implementation and compliance of regulatory processes, procedures, and frameworks. Administer and support reporting mechanisms, Key Performance Indicators (KPIs), and resulting scorecards for effective regulatory compliance.

Extensive coordination with Massachusetts utilities and MA Department of Energy Resources (DOER) appointed consultants in the design, analysis and application of numerous energy efficiency program studies including: workplan design and budget development, data collection and quality assurance, survey instrument development and results analysis and application of evaluations and studies.

Extensive coordination with Massachusetts utilities and MA DOER appointed consultants to ensure results of evaluations are consistently interpreted and applied to statewide and/or Cape Light Compact specific plans, reports, manuals and tools.

Manage and coordinate the timely execution of team projects, ensuring that activities, including testing plans, are properly focused on key obligations and delivering accurate results.

Proactively look for areas of improvement and provide value adding and insightful recommendations on process and controls improvements as well as business insights that can enhance program implementation.

Communicate with Manager to avoid surprises, highlight issues and ensure timely delivery.

Leverage software/technology to support regulatory compliance management, controls testing work and assurance findings.

Develops, maintains, updates and distributes to all Cape Light Compact energy efficiency staff reports and insights into factors affecting programs.

Compiles, organizes, writes reports on programs and services for the Cape Light Compact Governing Board, state agencies, the media and the general public.

Administers vendor contracts and processes related invoices.

Performs similar or related work, as required, directed, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience

Bachelor’s Degree in Arts or Science in a quantitative discipline preferred, preferably economics, statistics or mathematics, though candidates with extensive relevant experience will also be considered. One to three years progressively responsible experience in the energy or regulatory environment, preferred.

Knowledge, Ability and Skill

Knowledge. Extensive knowledge of the purposes and responsibilities of Massachusetts energy efficiency programs. Thorough knowledge of the Cape Light Compact and role of municipal aggregators under the Massachusetts Restructuring Law. Thorough knowledge of the Massachusetts Green Community Act.

Ability. Proven ability to manage large volumes of data and information systematically and in coordination with others. Extremely detail oriented, self-starter. Ability to establish and maintain effective working relationships with electric utility professionals and consultants. Ability to meet deadlines. Ability to communicate effectively, orally, and in writing.

Skill. Excellent analytical and organizational skills. Excellent communication skills. Advanced computer skills in Microsoft Excel and Microsoft Office products.

Physical Requirements

Minimal physical effort generally required in performing duties under typical office conditions. Occasional light physical effort is required when conducting field inspections. The employee is frequently required to sit, drive long distances, talk and hear, and use hands. Specific vision related requirements include viewing a computer screen for extended periods.

Pay: $77,209.00 - $104,233.00 per year
