Special Information:

This position will oversee recreation management at state parks, fishing access sites (FAS's), and wildlife management areas in the Lake Elmo District in Region 5. This requires planning for and working at various recreation sites. The recreation manager may work and travel in some instances in poor weather and travel conditions. This position will require a willingness to work periodically during irregular hours, some weekends, and occasional holidays particularly during peak recreational periods typically from May through November.
The position is a full-time permanent position within Montana Fish Wildlife and Parks, Parks and Outdoor Recreation Division. The position will be based at the Billings Regional Office. At this time, the position will have responsibility for Lake Elmo State Park, all fishing access sites along the lower Yellowstone River from Park City MT, to Custer, MT, Broadview Pond FAS and the Yellowstone Wildlife Management Area.

Montana Fish Wildlife and Parks Region 5 is in south central Montana. The region currently manages five state parks, five wildlife management areas, and 50 fishing access sites. The largest community in the region is Billings, with a growing population exceeding 166,000. Billings is home to two major hospitals, two colleges, and an international airport. The region has fascinating communities representing diverse histories and local personalities examples are Harlowton, Roundup, Big Timber, Columbus, Red Lodge, and Hardin. That historic and modem diversity includes indigenous, ranching, farming, rural, urban, and industrial communities with recreational destinations and opportunity. The social and economic diversity is overlayed on majestic landscapes, Region 5 is home to Granite Peak, the highest peak in Montana, located in the Absaroka-Beartooth Wilderness Area, and the driest desert in Montana located south of the Pryor Mountains. The region has several mountain ranges with unique flora, fauna, and geology blending into diverse prairie ecosystems. The Yellowstone River is a defining feature in the southern portion of the region with it's equally well-loved tributaries the Clarks Fork of the Yellowstone, Stillwater, Boulder, and Bighorn rivers. The northern portion of the region is defined by several mountain ranges which cascade from their peaks to the prairie into the Musselshell River basin. The diversity of landscapes and transitions offer a wealth of recreational opportunity for exploring, hiking, camping, floating, sightseeing, fishing, hunting, skiing, birdwatching, picnicking, bike riding, wildlife viewing, ATV riding, snowmobiling, and boating to name a few.
Billings and the surrounding areas have activities such as indoor and outdoor concerts, live theatre venues, archery and shooting ranges, many personal interest organizations, festivals, and art walks; there is something for many interests. The area neighbors Yellowstone National Park and Bighorn Canyon National Recreation Area and a variety of local, state, and national attractions including parks with historic significance such as Chief Plenty Coup Park, Pompeii's Pillar, Custer Battlefield, and Pictograph Parks.

Job Duties (narrative summary):

Montana Fish, Wildlife & Parks, through its employees and citizen commission and board, provides for the stewardship of the fish, wildlife, parks, and recreational resources of Montana, while contributing to the quality of life for present and future generations. In support of this mission, the Parks and Outdoor Recreation Division is responsible for: visitor use, recreation management, and maintenance at state parks, fishing access sites, and wildlife management areas; river recreation management; access for hunting, fishing, and other types of recreation on public and private lands; shooting range development; and administration of trail and shooting range grant programs. In conjunction with the rest of the agency and its external partners, the Division provides valued services to the public and manages human use to ensure the long-term sustainability of Montana's scenic, historic, cultural, archaeological, and fish and wildlife resources.
The Recreation Manager is assigned to a geographic unit and manages and coordinates all aspects of non-maintenance operations at State Parks, Fishing Access Sites, Wildlife Management Areas (recreation management only), and/or river corridors assigned to that unit. This work primarily encompasses broad administrative, operational, recreation, visitor use, natural, cultural, and historical resource management activities. Except for maintenance functions, this position oversees daily site and program operations, employees, visitor use and behavior, and facilities at assigned sites. The Recreation Manager may also be tasked with conducting public use rule compliance duties within the scope of their training. Where applicable, this position provides essential services and tasks as they arise, including but not limited to addressing public safety concerns, fee collection and remittance, interpretation and education, visitor use data collection, and special recreation permit and commercial use permit compliance. The position is supervised by the Regional Recreation Manager and provides direction to staff and volunteers. In the absence of the Regional Recreation Manager, a Recreation Manager may be assigned acting duties. A Recreation Manager may be assigned to multiple geographic units or be called upon to assist with, collaborate on, or share management of another geographic unit as circumstances require.


Minimum Qualifications (Education and Experience):

The knowledge, skills, and abilities of this position are normally attained through a
Bachelor's Degree in Park Management, Resource Conservation, Outdoor Recreation, or a related field and at least 2 years of job-related experience. Other combinations of education and experience will be considered on a case-by-case basis.
