Description of Job

This position is term limited through ARPA funding.

The position of Recovery Officer supports the planning, development, and rollout of American Recovery Plan Act (ARPA), CARES Act, State Stimulus, Infrastructure Investment and Jobs Act (IIJA), and other Federal funded programs. The ideal candidate should be detail oriented, a strong leader, innovative thinker, and have the ability to work collaboratively with other state agencies, stakeholders, and federal and local government partners. The ideal candidate would excel at developing and implementing processes for distribution and use of funds both from the federal government and state, all while creating innovative and useful ways to work with the community and business partners. The Recovery Officers will have a unique opportunity to impact local communities and assist Colorado residents and the workforce following the effects of the COVID-19 pandemic.


The ideal candidate will significantly support Colorado’s strategy to implement the spending plan and ensure progress toward its achievement. The Recovery Officer will be able to assess successes and insufficiencies of departmental strategies; identify gaps, opportunities, and risks; and propose non-agency strategies, tools, and resources in collaboration with the department's executive and senior leadership. The Recover Officer will oversee fraud prevention, reporting and monitoring, performance management, procurement, and audit compliance in close collaboration with OEDIT.

Candidates need to demonstrate emotional intelligence, including humility and empathy, self-reflection and personal growth, and a genuine willingness to receive feedback.

The ideal candidates will have experience in affordable housing finance and homelessness programs and/or experience in one or more of the following areas:

  • Economic Recovery and Reporting Requirements
  • Knowledge of affordable housing loans closing documents and grants making
  • Fiscal Monitoring and Compliance, Performance Management and Auditing
  • Governmental Accounting
  • Local government affairs
  • A proven track record of success implementing the principles of Equity, Diversity and Inclusion in government and/or public service programming is critical to the success of these positions


The Position

The State of Colorado Recovery Office at the Office of Economic Development and International Trade (OEDIT) intends to fill one Recovery Officer position to partner and work collaboratively with the Department of Local Affairs (DOLA). DOLA is designed to be the single entity responsible for driving coordination and collaboration across state agencies to address housing needs. This Recovery Officer will support economic recovery in the State of Colorado through the development, implementation, and fiscal monitoring of American Recovery Plan Act (ARPA), State Stimulus, Infrastructure Investment and Jobs Act (IIJA), and the Inflation Reduction Act (IRA). To do this, the Recovery Officer will support agency program structure, staffing, fraud prevention, reporting and monitoring, performance management, procurement, and audit compliance.

In cooperation with the Governor’s Office of Economic Development and International Trade (OEDIT) and DOLA, the Recovery Officer will lead a recovery response to address the economic challenges resulting from the COVID-19 pandemic, and ensure that Colorado is creating and implementing economic policies and programs that enable a fast and robust recovery. Primary duties include familiarization with Treasury’s State and Local Fiscal Recovery Fund (SLFRF) Final Rule, the Uniform Guidance (2 CRF 200), oversight of new or existing programs, hiring, procurement, performance management, grants management, and more.

The Recovery Officer will work closely with DOLA on the implementation plan and cross-functional teams focused in part on stakeholder engagement and community relations, communications, performance management, and fiscal reporting and compliance. Works in a cohort of innovative, entrepreneurial public leaders across State Government, all driven to build Colorado's economy back stronger.

Key Responsibilities

Supervision and Leadership

  • Develops or collaborates on performance management plans related to the recovery plan, provides regular feedback on job performance to subordinates, and addresses performance problems in a timely manner, issues performance improvement plans and corrective actions, as appropriate.
  • Suggests and arranges when appropriate training and professional development opportunities for staff.
  • Solicits performance feedback from internal and external stakeholders to ensure staff is providing excellent customer service and being accountable to stakeholders.


Coordination with Federal, State agency and Inter-governmental Partners

  • Meets with Federal and Inter-governmental partners to collaborate on the path forward and participates in the planning, reporting and performance measurement of the collaborative statewide approach to recovery efforts via a standardized dashboard.
  • Maintains productive relationships with granting partners to ensure the successful completion of the grants, minimize the risk of re-capturing funds, and to help develop and maintain policy and procedures to maximize and leverage federal reimbursement.
  • Addresses and highlights issues with Federal Policies and Procedures, State Intergovernmental Partners which negatively impact sub-recipients.
  • Partners with Recovery Program administrators to problem solve when sub-recipients are negatively impacted by procedures or decisions that might provide for a more collaborative relationship.


Grant Program Strategy and Administration

  • Oversees and leads all disaster/stimulus recovery programs under assignment purview.
  • Ensures grant compliance with applicable Federal, State, and award letter regulations and requirements.
  • Develops program performance, monitoring, and evaluation standards with the Recovery Office team and implements these standards at the agency level.
  • In collaboration with department leadership incorporates stakeholder engagement, community relations, communications strategy and fiscal compliance into the planning and implementation of program design.
  • Coordinates state and federal grants awarded to assigned department or agency, ensuring the maximum return and leverage of federal dollars.
  • Manages the grant review process and submits recommendations for funding. Conducts annual after-action reports summarizing previous year’s actions and identifies area(s) for improvement.
  • Participates in Federal and State audits and develops plans or processes to resolve adverse audit findings. Ensures proper internal controls are in place and followed.


Implementation, Oversight, and Reporting

  • Defines performance-based qualitative and quantitative metrics (outcome measures) and measures progress toward achievement of performance metrics and communicates progress.
    • Takes corrective action when performance is off-target.
  • Establishes and monitors workload metrics (outputs) to gauge and maintain proper resource allocation.
  • Monitors and evaluates programmatic and operational effectiveness, and determines changes required for improvement.
  • Supports department program staff in the ongoing compliance monitoring of subrecipients.
  • Provides monthly and quarterly reports to the Office of the State Controller (OSC), and the Governor’s Office as requested on spending status, timelines, and milestones.
  • Helps the department prioritize and execute on efficient spending of funds.
  • Provides leadership and direction to ensure equity principles are effectively integrated into the recovery efforts throughout the department's programs.
  • Works collaboratively with key internal and external leaders, partners, community members, and other stakeholders to capture diverse feedback.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

At a minimum, these critical positions require a bachelor’s degree from an accredited college or university in accounting, business management, economics, finance, planning, emergency management, public administration, liberal arts, political science, or a closely related field.

Please Note: related occupational experience will substitute for the degree requirement on a year-for-year basis; AND

At least three (3) years* of professional experience working directly with public policy, monitoring, coordination, performance management, and the general management of Federal funding sources. Experience with policy analysis, grant accounting, governmental auditing and compliance is highly preferred.

Supplemental Information

Salary Range: $115,000 - $128,750 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
