About the Position:

TJFACT is seeking to hire a well-versed Records Management Specialist to join our team and serve as a subject matter expert in support of the National Institute of Health (NIH) NICHD in the Bethesda, MD area.

The physical work location is the Bethesda, MD proximity. Services may be provided off-site, on-site, or a combination of both, depending on program requirements. Majority of the work for this project shall be performed off-site however, requiring some on-site as necessary. A written notice will be issued within at least one (1) day prior to performing onsite work.

Occasionally, work may be required to be performed and/or services provided outside the normal hours of duty. These occasions shall be infrequent and require services be performed after normal working hours in the evening and/or weekends (Saturday and Sunday)


Based on pending vaccination mandated legislation, we recommend employees are vaccinated prior to working for TJFACT.


Required Duties and Responsibilities:

  • Work in collaboration with the COR and NICHD to continue support for the NICHD Records Management Program.
  • A non-exhaustive list of examples of the type of work to be performed under this task area is:
    • General NICHD Records Management Program Assistance - Develop and update Records Management policies and SOPs; Assist in response to Agency and Federal Mandates and Data Calls; Attend relevant records management meetings and forums; Prepare internal and external meeting minutes
    • Records Maintenance - Conduct analysis of NICHD records house on various storage sites, such as the Records Management Center (RMC) and Archives and Records Centers Information System (ARCIS); Assist with reviewing, preparing, and accessioning records to Federal Records Centers; Review and evaluate the Records Maintenance schedule
    • Records Custodian Network - Develop training materials for the NICHD Records Custodian Network; Create Records Management emails, communications, and resources for NICHD staff

Required Skills and Experience:

  • US Citizen
  • Four-year bachelors degree and at least eight years of emergency management experience
  • Experience with federal records management programs
  • Experience in developing and maintaining federal records schedules
  • Experience in developing policies and procedures related to records management
  • Experience in meeting requirements set forth in OMB Directive M-19-21
  • Experience in developing enterprise records management programs
  • Experience in developing communications and presentations related to records management
  • Experience working with the Federal Records Centers (FRC).
