This position of located in the District of Columbia Department of General Services (DGS), Portfolio Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government and for selling and leasing other District real property and for providing building services for facilities owned or operated by the District. The Portfolio Division is responsible for maximizing the utilization of real estate assets, including acquisition, disposition, lease negotiation and management, and space planning. As a Realty Specialist, this position will be responsible for negotiating, planning, advising and making important decisions regarding the acquisition and disposal of real estate interests through lease or purchase, and the management of real estate owned by the District, and provides guidance and direction to lower level staff assigned to the office.

Duties and Responsibilities

This position is responsible for property acquisitions and/or dispositions, which includes conducting property searches and evaluations; financial analysis; drafting solicitations; drafting and negotiating acquisition, disposition, and development agreements. Prepares property acquisition and disposition packages for Mayoral and Council approval, and provides relocation assistance to those displaced through eminent domain actions. Negotiates terms with property owners for the purchase of property, obtains property appraisals, and prepares accompanying documentation for the acquisition of real property by the District. Responsible for the maintenance of a computerized information system, used to manage facility acquisition requests, which process facility usage agreements, lists and identifies facility and tenant status. Assists in the assembling, coding, and updating of raw data from several sources.

Provides assistance, as appropriate, on real property matters, including site location, cost of facilities, relocation of occupancy, site assessments and backfill plans. Provide front line customer service, education, and information to the public regarding municipal and state codes, regulations and permitting procedures. Uses independent decision-making to resolve customer conflicts, or refer to the appropriate party when necessary. The incumbent must weigh alternatives and make decisions varying in degree from simple right-of-entry permits to complicated long-term leases. Additionally, the incumbent must use comprehensive knowledge of management and sales techniques to make property marketable and attractive.

Qualifications and Education:

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Experience communicating effectively, both orally and in writing, including translating technical realty language into understandable terms and exercising tact and discretion during complicated realty transactions is preferred.

Licensures and Certification

Industry related certification and/or license is highly preferred.

Work Environment

The work is performed in an office setting; however, it requires visits to numerous work sites throughout the District of Columbia for the purpose of inspection. Moderate risks are involved while on-site inspections of building structures and grounds are being performed.
