By joining the Division of Waste Management/Emergency Response Branch as a Purchasing Agent I in Franklin county, you will have the opportunity to oversee and provide technical assistance in the procurement of goods and services and monitor procurement actions for the Emergency Response Branch.

Holders of the Purchasing Agent I position will complete tasks such as:
  • Assist in the procurement of goods and services and the creation of acquisition payment documents and travel reimbursements in the accounting and procurement system (eMARS) prior to payment. Creates and processes requisitions (RQS) for complex technical non-professional services and is responsible for ensuring procurement of goods and services is conducted in the most cost efficient and economical method available.
  • Monitors contracts and expenditures for branch budgetary requirements and assists branch manager in development of annual operating and procurement budget. Assists with the construction of reimbursement and cost recovery invoices and packages.
  • Coordinates, interprets, and enforces state purchasing policies and procedures. Provides technical assistance on procurement related issues and educates branch staff on revisions and updates to KRS 45A.
  • Performs in-depth analysis of program support needs and assists with procurement and scheduling activities associated with branch training events.
  • Coordinates and answers the Emergency Response (ER) Hot-line and enters emergency notifications into the department's database and generates periodic database reports.
Desired candidates possess the following requisite skills or experience applicable to the position:
  • Experience with procurement and contracting actions following state procurement and contracting regulations, polices, and procedures.
  • Strong organizational skills.
  • Experienced in the use of Microsoft Excel for budgetary, financial and project tracking.
  • Experience with eMARS procurement system.
Periodic travel may be required for attending training and conference events. Overtime may be requested for support of the State Emergency Operations Center during emergency events. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of purchasing experience.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for-year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
