PUBLIC HEALTH TECHNICIAN (Lejeune, NC.)

AAI is actively recruiting a Public Health Technician to perform at The Naval Medical Center Camp Lejeune (NMCCL), North Carolina primary mission is to maintain medical readiness for worldwide contingencies by providing quality, cost-effective health care for more than 160,000 beneficiaries, including 45,000 active-duty members.
RESPONSIBILITIES:
  • Intermediate knowledge of U.S. Navy Medicine, Department of Defense, State of North Carolina, and Centers for Disease Control public health-related disease prevention, environmental health, recommendations, protocols, and programs.
  • Intermediate knowledge of epidemiological investigation procedures and techniques for disease-outbreak investigation principles and procedures.
  • Intermediate understanding of the disease process, case definition, diagnosis, follow-up testing, prevention methodologies, and reporting for all forms of communicable, food, water, and vector-borne diseases.
  • Knowledge and ability to use writing skills to draft instructions, reports, disease prevention guidance, and others as required to describe processes and procedures used, conditions of program operation, and recommended improvements.
  • Physical Requirements: The Public Health Technician shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract and TO.
  • Proficient in the standard use of office equipment, such as computers, copiers, fax machines, scanners, telephones and office automation systems.
  • Proficient in the use of Microsoft Office software (Word, PowerPoint, Outlook, and Excel, at a minimum) to prepare reports and other documents.
  • Knowledge of general medical ethics, telephone etiquette, and excellent communication and customer service skills.
  • Ability to plan, organize, schedule, and coordinate activities such as appointments, meetings, and suspense timelines.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to read and speak the English language, correct grammar, spelling, punctuation, capitalization, and formatting skills to prepare and edit written and electronic correspondence and reports.
  • Knowledgeable in the proper selection of personnel protective equipment (PPE).
  • Conducts food inspections IAW the regulatory requirements. Inspects foods, containers, and/or vehicles and reports results to department manager/food managers concerning the safety and security of foods on receipt and in storage. Collects and ships food for laboratory analysis. Evaluates and complete inspection records.
  • Conducts sanitation evaluations. Determines compliance with sanitary standards and reports discrepancies. Recommends inspection frequencies and schedules/conducts food/sanitation training.
  • Assists with evaluating the risk of vector-borne disease transmission. Collects and identifies vector species. Educates forces and bases populations on the prevention and control of vector-borne diseases.
  • Performs occupational health assessment and/or occupational illness investigations; conducts duty location surveys to identify health concerns; recommends corrective actions with program training and tracking of members.
  • Maybe a member, record minutes or provide input to the Occupational & Environmental Health Working Group (OEHWG).
  • Participates in the Deployment Medical Surveillance Program to include, but is not limited to scheduling, tracking, and reporting on pre/post-deployment requirements.
  • Assists in scheduling and coordination of the deployment health assessments.
  • Assists healthcare provider teams with the interpretation and application of medical standards to determine medical qualifications for occupational duty, worldwide duty, mobility status, flying status, and special duty. Provides administrative management of the Medical Profile Program; assists with retraining, specialist duties, and waivers.
  • Performs Preventive Health Assessments (PHA). Reviews fitness assessment surveys, retrieves required information from patient medical record reviews, and/or schedules patient visits to obtain the required information. Determines if patients need to be examined by a credentialed provider.
REQUIREMENTS:
  • Education. An Associate Degree in nursing or other related educational programs such as allied, community health, or public health OR prior military training, and successful completion of Air Force, Army, or Navy Public Health Technical training.
  • Experience. Personnel must have at least two years experience in a related public/community health/nursing position OR four (4) years of prior military experience in a public health position.
  • Knowledge of and understanding of the Centers for Disease Control (CDC), Advisory Committee on Immunization Practices (ACIP), Food and Drug Administration (FDA), Occupational Safety & Health Administration (OSHA), Code of Federal Regulations (CFR), National Institute of Occupational Safety & Health (NIOSH).
UNIQUE MILITARY HEALTH CARE DYDTEMD/PROCEDURED:
  • Armed Forces Health Longitudinal Technology Application (AHLTA).
  • Composite Health Care Systems (CHCS) and/or MHS GENESIS.
  • Aeromedical Services Information Management System (ASIMS) Web, as applicable by military departments.
  • Electronic Surveillance System for Early Notification of Community-Based Epidemics (ESSENCE).
  • Air Force, Army, or Navy Reportable Events Surveillance System.
  • Air Force, Army, or Navy Safety Automated System.
  • Defense Occupational and Environmental Health Readiness System (DOEHRS).
  • The Government will provide on-the-job training covering the protocols and policies for the requesting location within the first two weeks of the start date. After completion of the training, the individual will be required to independently function in this position and meet all performance expectations. Competency is at the sole discretion of the Government.
  • The Government will provide appropriate PPE. This does not include a uniform or laboratory coat.
