EDUCATION AND EXPERIENCE (YEARS):


Bachelor’s degree or equivalent is required plus a minimum of 10 years of related experience; or Master's degree plus a minimum of 8 years of related experience.


REPRESENTATIVE DUTIES AND TASKS:



  • Responsible for submitting 100% compliant proposal that is compelling
  • Oversees all proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, and monitoring the progress of the proposal
  • Partners with Capture Manager to integrate the win strategy and solution into a proposal structured for compliance and ease of evaluation
  • Participates in the development and review of proposal strategies and themes
  • Creates the proposal outline that will be used as a key document design and control medium
  • Analyzes the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs
  • Builds the proposal compliance matrix and tracks the fulfillment of all requirements
  • Reviews completed storyboards and proposal sections to ensure requirements are adequately addressed and that customer page limits are not exceeded
  • Conducts regular proposal progress status meetings and maintains the proposal schedule
  • Directs writing/editing/rewriting efforts and works with the Volume Leaders to ensure inter-volume compatibility is achieved
  • Develops and executes a review plan (e.g., Pink Team, Red Team, Gold Team) for interim and final reviews of the technical, management, and cost proposals
  • Ensures that review comments are incorporated into the proposal
  • Coordinates, assembles, checks and/or schedules administrative functions in support of the production of assigned proposals
  • Typically assigned as a Proposal Manager for the company’s largest and/or most strategically important proposals

  • Able to articulate examples of having managed and won large proposals in areas related to CPI-SAT business
  • Possesses substantial market awareness, to include budgets, customer priorities, mission gaps and market dynamics
  • Maintains extensive knowledge of government contracting and acquisition practices
  • Able to thrive in a highly interactive team environment
  • Demonstrates extensive interpersonal, communication, collaboration and leadership skills
  • Recognized ability to build relationships with senior level internal stakeholders and partners
  • May require an understanding of international business and export processes
  • Works well under pressure with the ability to simultaneously deliver on multiple tasks and/or priorities
  • Directs the activities of a functional area through lower management levels
  • Participates in company development of methods, techniques and evaluation criteria for projects, programs, and people
  • Ensures budgets and schedules meet company requirements
  • Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company
  • Directs the activities of a functional area or project for a business area or line of business
  • Regularly interacts with executives and/or major customers
  • Conducts business and technical briefings for senior and top management and for external representatives
  • Interactions frequently involve special skills, such as negotiating with customers, partners or management or attempting to influence senior level leaders regarding matters of significance to the organization
  • Exerts considerable influence on the overall objectives and long-range goals of the organization
  • Performance metrics visible at the CPI-SAT business or functional level
  • Erroneous decisions will have a serious impact on the overall success of functional, division, or company operations
  • Directs and controls the activities of a broad functional area through several department managers within the company
