Project RAISE Project Manager-Center For Literacy, Education & Employment

This position exists to oversee, manage and accept full responsibility for $12 million-plus, 5-year Mental Health contract to help design and execute Project RAISE, sponsored by the Tennessee Department of Education to increase mental health providers in rural districts and increase retention. This position will have strong skills in project management coupled with a background in the mental health or education arena. The Project Manager will manage all aspects of the grant and coordinate all activities from planning through implementation and evaluation. The Project Manager will manage marketing, advertising, internship applications, and mentorship program. They will oversee scholarship payments, subcontract payments, relocation reimbursements, and mentorship scholarships. The Project Manager and project staff will work closely with the TDOE directors of school psychology, school counseling, and school social work on developing and maintain an application webpage to manage and process internship applications as well as applications for supervisors/mentors. This position will facilitate the development of and manage the planning and logistics of training events for the supervisors and interns.


This person oversees the day to day activities of the project including regularly meeting with TDOE funders, state stakeholders, contractors and consultants. This position develops and manages workplans to ensure all parties are on track with their contributions to the project. This person works closely with all parties to design, manage, track and improve process needed to complete the work of this project. An important area of focus is working with the University to create a payment process and to track five cohorts of collaborators over the life of the project.

Additionally, this position will step in as needed to fill in for the Associate Director. This position manages the project staff at the Center for Literacy, Education and Employment. This position is directly responsible for ensuring that the work of this project is completed with the highest quality. The position is responsible for hiring, providing guidance and direction for staff, evaluations and any necessary corrective action. On behalf of the Center for Literacy, Education and Employment, this position partners with entities external to the University to develop and facilitates the execution of this project including critical training and professional development support for mental health mentors and supervisors.


Required:

Bachelor’s degree and project management experience required.


The successful candidate will have:
Knowledge of project management best practices.
Knowledge in the area of education, mental health and training for multiple, complex, & simultaneous project directives.
Knowledge of fiscal and programmatic responsibilities for all aspects of contract.
Ability to utilize project management skills to develop team and move project forward.
Understanding and knowledge of project direction and scopes of work.
Ability to develop work streams.
Ability to hire, supervise, and develop staff.
Ability to accomplish contract goals within time and budget constraints.
Excellent communication and interpersonal skills.
Be detail oriented and have multi-tasking skills.
Ability to creatively solve complex problems and negotiate with internal and external customers to reach sound decisions.

Preferred:
High-level negotiation skills. Ability to develop new partnerships and relationships to secure funding. Ability to participate in state-level decision-making groups. Ability to produce detailed fiscal reports. Strong background project management and experience in mental health field (school counseling, school social work, school psychology).

Prefer Master’s degree in school mental health field with 5 years multi-project management experience.


This position is grant-funded from May 2023 through December 2027. The position can be remote.


MR 10, Exempt position. Hiring Range: $58,000 - $65,000 depending on experience
