Job description

The applicant will provide on-site Project Management (PM), Quality Assurance (QA) and Operational Support technical services to the Facilities Management Division (FMD), Division of Logistics, Walter Reed Army Institute of Research (WRAIR)/Naval Medical Research Center (NMRC), located at the Forest Glen Annex, Silver Spring, MD. Must be able to work independently and in association with various Government staff on assigned projects that are within the Scope of Work and provide the technical assistance as required at the WRAIR/NMRC FGA.

Project Management (PM) Support includes:

a) Participation in the development of the WRAIR/NRMC project priority list;

b) Gather input from department end users, and evaluate the overall common area requirements for project development;

c) Coordinate actions daily with the on-site point of contacts (POC), to include the COR and Facility Manager.

d) Coordinate with the US Army Corps of Engineers (USACE), the Directorate of Public Works and the US Army Medical Research and Development Command (USAMRDC) personnel as required;

e) Review and scope Facility Engineering Work Requests (FEWR);

f) Participate in pre-construction, staff, in-progress-review, and other project meetings;

g) Coordination with WRAIR/NMRC end users to ensure proper reviews of contractor submitted documentation, notification of project status and emergency/scheduled utility outages.

h) Coordination of construction activities/schedule with various WRAIR/NMRC end users to ensure that Government operations and services are not adversely impacted

i) Provision of facility management support to monitor and provide oversight during construction contractor scheduled utility outages.

j) Update of FMD weekly status worksheet;

k) Provide record maintenance within the Defense Medical Logistics Standard Support (DMLSS) database for WRAIR/NMRC projects that shall include, but not be limited to; all pertinent data fields including project title, project location, project contract information, project superintendent and project QC representative contact information, project dollar value, and scheduled completion date of projects.

6.1.1 Quality Assurance (QA) Support includes:

a) Conduct field surveys to investigate existing layouts and conditions.

b) Provide on-site facilities management support and oversight during construction contractor scheduled utility outages;

c) Participate in pre-construction, staff, in-progress-review, and other project meetings;

d) Evaluate schedules, work performance quality, safety oversight, and coordination effectiveness to identify deficiencies;

e) Perform documentation reviews for all repair and construction work in progress or in planning stages at above-referenced facilities

f) Monitor noise and vibrations to prevent disruption of research and take measures to minimize the level of noise and vibration and the impact it has on individuals and equipment;

g) Attend all construction meetings pertaining to projects; meet, at a minimum, daily with on-site contractors performing construction and adhere to the requirements of all US Army Corps of Engineers (USACE) Quality Assurance Engineering and Regulations, including but not limited to ER-1180-1-6 and all MEDCOM guidance on QA reporting;

h) Ensure conformance with National Fire Protection Association (NFPA) codes, Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), safety standards, and other agency criteria;

i) Participate in final on-site inspections of completed projects, provide input/recommendations as to acceptability/non-acceptability of completed work along with recommendations for corrective action, if necessary;

Status Meeting and Reporting Requirements

Additionally, the PM/QA must be able to participate in weekly status meetings with FMD Management and the Contracting Officer’s Representative (COR) to discuss key findings, issues and concerns identified during the week and present recommended solutions or remedies. Monthly Progress Reports will be prepared by the PM provides a written synopsis of the past months events, and includes levels of effort, expenditure levels for other direct costs (ODC’s), and a summary of results for activities conducted during the reporting period.

The PM must possess the following training, licensure and/or certifications necessary to perform the requirements of the PWS. Required Certifications:

USACE Construction Quality Management Certification

OSHA 30-Hour Course Certification

Job Types: Full-time, Contract

Pay: $76,000.00 - $85,000.00 per year
