Job Location: The Office of Workforce and Community Initiatives (OWCI) is seeking professional candidates for 2 Program Specialist positions in the Performance Monitoring Unit within Office of Workforce and Community Initiatives. The base for this position is negotiable. Travel will be required.

What you'll do: The essential duties and responsibilities include, but are not limited to:

  • Developing monitoring plans based on risk assessment.
  • Designing monitoring tools after gathering other state agencies tools and methodology.
  • Conducting on-site visits that include entry and exit discussions; file reviews; and producing reports.
  • Answering contractor questions and interpreting policies regarding monitoring during and after monitoring visits.
  • Developing procedures, policies, and instructions necessary to the operation and implementation of newly designed or modified programs or projects.
  • Developing or assisting in the development of comprehensive plans and programs for specific organizational units.
  • Designing and developing operational and administrative forms necessary for the transmission of information, satisfaction of reporting requirements, establishment of control systems, and evaluation of program effectiveness.
  • Exercising significant independence and initiative in the performance of responsibilities; receives general administrative direction.
  • Making suggested changes to policies that may not be in the client’s best interest or conflict with contractor streamlining.
  • Evaluating Workforce Development program trends and coordinating with the training and program staff to develop training.
  • Performing other related work as assigned.

All you need for success: Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency. OR

A Bachelor’s degree from an accredited college or university; and,

Two or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.

(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

Preferred Experience: Monitoring of contractors with multiple programs.

  • Ability to communicate and interpret complex ideas, plans, procedures and programs;
  • Ability to produce objective and timely reports;
  • Excellent problem-solving and time management skills;
  • Excellent oral and written communication skills;
  • Possess the ability to work with a wide variety of agencies and people;
  • Ability to work independently;
