PROGRAM SERVICES TECHNICIAN III

SUMMARY DESCRIPTION

Under general direction, performs highly responsible, complex and diversified clerical, administrative, and technical support functions. Incumbent performs related work as required.

DISTINGUISHING CHARACTERISTISTICS

The Program Services Technician II classification differs from the Program Services Technician I classification in that the latter functions in a lead capacity.

The Program Services Technician III classification differs from the Program Services Technician I and Technician II in that the latter will perform comprehensive analytical and technical duties and will manage projects having a significant impact on the overall goals of the department. This class often exercises independent judgment in the performance of most duties. Incumbents in this class have a higher level of knowledge and responsibility in working with highly technical programs and/or systems. Program Services Technician III class also locates appropriate resources and interprets the written word found in manuals, law, and other publications to answer questions and/or direct District employees and the general public.

Positions within the Program Services Technician classification perform a wide variety of responsible, complex and diversified clerical, administrative and technical support duties in a staff capacity within line departments. Specific duties of individual position vary considerably and analytical, budgetary and fiscal duties may be a major or minor part of individual jobs depending on location and assignment.

Incumbents in this classification typically review and/or process confidential, detailed and/or technical forms, files, and other documentation, associated with one or more district programs or program areas. The work assignments require a detailed knowledge of the program(s) so that different calculations can be made and/or processing can be done in cases where guidelines are not clear. Incumbents may also function as a subject matter expert, providing sensitive and detailed program information to District employees and officials, the general public, and/or public jurisdictions as a significant part of the job.

Program Services Technicians are distinguished from positions within the Secretarial classes in that although the Secretary classes occasionally perform some of the less responsible administrative and technical duties associated with a Program Services Technician, the primary emphasis of the Secretary classes is the performance of responsible clerical and secretarial duties.

EXEMPLARY DUTIES/RESPONSIBILITES

Reviews, completes, and processes technical documents applying a thorough and detailed knowledge of the appropriate laws, rules and regulations pertaining to the department or program; gives information regarding the special and/or technical program to district personnel, service providers, vendors and/or the general public.

Researches, assembles, tabulates and analyzes data from a wide variety of sources; interviews and consults with district and department officials. District personnel, service providers, vendors and others to give and receive information; prepares detailed narrative and/or statistical reports for administrative review and control; makes recommendation on procedures, policies and program alternatives.

Reviews proposed changes to existing contracts, procedures, policies and new legislation; advises departmental heads on the potential impact to program operations; makes recommendations for necessary actions.

Monitors on-going program activities initiating or recommending changes to improve program efficiency; performs responsible clerical functions to accomplish assigned programmatic duties. May supervise and review subordinate account clerks or office assistants.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain knowledge skills would be:

  • Three (3) years of experience in a public or private agency performing duties of a nature similar to the specialty for which application is made and which provided working knowledge of the pertinent laws, rules and regulations governing the specialty for which application is made.
    AND
  • Four (4) years of student accounting or registrar experience at a school site with extensive Infinite Campus experience OR similar clerical or administrative experience.

Knowledge of: Laws, rules, principles and practices of the functional areas germane to the specialty for which application is made; report and correspondence writing; public and business administration practices; governmental accounting and control; automated information systems related to areas of specialty; current office methods, procedures and equipment. Computer software programs such as word processing, data base and report programs; modern office practices and procedures; filing systems; Infinite Campus, Excel, Word, data management, operating systems, networks, and other electronic programs or systems; WCSD Administrative Regulations; OR (specific to the student accounting position) student accounting procedures, with special focus upon count-day and enrollment procedures; the enrollment and withdrawal of students; the release of student records; the maintenance of student course history information; the appropriate materials to be included in the student cumulative folder; master register maintenance and queries to verify the master register accuracy; Nevada Department of Education and school site audit procedures; and appropriate decision-making skills to move forward during situations of ambiguity or shifting guidelines when time is of the essence.

Typing; minor mathematical computation and statistical reporting; being flexible and cooperative; exercising discretion in confidential matters; communicating verbally and in writing; creating positive and cooperative working relationships in a team environment; collaborating with school personnel and other individuals to implement required school district procedures; calculating mathematical and statistical data, as directed; exercising discretion in confidential matters regarding student data; managing multiple tasks simultaneously; interacting in a positive manner with people; working collaboratively and in a team environment with several direct line supervisors; willing to establish systems for tracking student accounting reporting of complex data; attending meetings with school secretaries, attendance clerks, and others, and represent Student Accounting those meetings; moving objects weighing up to 25 pounds; sitting for extended periods; continually collaborating with others to evaluate and improve student accounting forms and procedures; , proofreading carefully and making appropriate editorial changes in instructions for stakeholders relative to instructions provided; organizing complex tasks and managing multiple priorities ; and demonstrating own initiative when not otherwise provided direction.

Licenses/Certificates: None Required.

Special Considerations: Must be willing to attend training for the district's data management system, and other systems or programs used, if not already received, necessitating travel and out of town stays; and must be willing to attend meetings outside of regular work hours and travel as directed to meetings outside the Reno/Sparks area.

Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

This position is a 40 hour a week, 260 day position.

Eligible employees who are regularly scheduled to work less than 20 hours per week receive Social Security benefits, and the Salary Increases, Longevity Bonuses, and Credit Union benefits; eligible employees who are regularly scheduled to work 20 to 24.75 hours per week received PERS retirement benefits, and the Salary Increases, Longevity Bonuses and Credit Union benefits listed below; eligible employees who are regularly scheduled to work 25 to 27.25 hours per week receive the benefits listed below, with the exception of Medical, Dental, Vision Insurance; eligible employees who are regularly scheduled to work 27.5 hours per week or more receive full benefits of the District.
Holiday: Eligible employees receive up to eleven (11) paid holidays each year. Vacation: Eligible employees receive up to twenty (20) days of paid vacation each year. Sick Leave: Eligible employees receive up to fifteen (15) days of paid sick leave each year. Medical, Dental, Vision Insurance: Eligible employees may select an insurance plan wherein WCSD contributes 100% of insurance premiums. Eligible employee paid dependent medical insurance is available for an employee's dependents. Insurance Premiums - Summer Months: WCSD contributes 100% of the district paid portion of eligible employee's insurance premiums for employees who are not scheduled to work in the summer. Life Insurance: The District contributes 100 % of employee's life insurance premiums. Salary Increases: In addition to any negotiated increases each year, eligible employees receive salary increases each July, for the first fifteen (15) years of employment. Longevity Bonuses: Eligible employees receive annual bonuses as follows: 12-14 years of employment, $700; 15-17 years of employment, $1,000; 18 + years of employment, $1,100. Credit Union: Outstanding benefits are available through the Credit Union.
No State Income Tax. No Social Security deductions for most positions working 20 hours per week or more. Retirement benefit offered is the State of Nevada retirement system, Public Employees Retirement System (PERS), which is one of the best in the country.

PERS ELIGIBLE POSITIONS:

Eligible Employees who select the employer paid salary schedule (Schedule A) will have Washoe County School District (WCSD) contribute 100% of the employee's retirement contributions. Eligible employees who select the employer-employee paid salary schedule (Schedule B) will have a portion of the legislatively designated amount paid by WCSD to PERS for retirement benefits and the employee, in turn, will pay the remaining portion of the legislatively designated amount of his/her salary to PERS. These options are introduced and explained in detail during the New Employee Orientation upon selection for employment.

New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
