Position Summary

The Veterans Upward Bound Program is designed to assist veterans in the development of academic and other requisite skills necessary for acceptance and success in a program of post-secondary education. The project provides assessment and enrichment of basic skills necessary for acceptance and success in a program of post-secondary education. The program provides assessment and enrichment of basic skills through instruction, advising, and tutoring. The primary goal of the program is to increase the rate at which participants enroll in and complete post-secondary education programs. The VUB program is designed to assist 125 eligible veteran’s complete pre-college instruction and preparation before transitioning to post-secondary institutions.

The UNM-Taos Veterans Upward Bound Program invites applicants to apply for a full-time, term Program Manager position. The Program Manager responsibilities include overseeing the overall supervision and administration for the Veterans Upward Bound Program (VUB), which include:

1. Serving as the Principal Investigator (PI) on the Veteran’s Upward Bound Grant, as well as submitting all required reports, including the Annual Performance Report (APR).

2. Serving as a liaison with internal and external collaborators to include Veteran service agencies and organizations, universities and colleges, vocational and technical schools, union representatives, tribal councils and national educational and Veterans Upward Bound associations. Represent UNM Taos with respect to the Veterans Upward Bound program locally, regionally within the counties assigned to the program, and at national-level career development opportunities and professional conferences.

3. Assess and strategize how best to attain operating goals and objectives for the Veterans Upward Bound program. Identify opportunities to enhance program operations in order to improve efficiency and effectiveness by utilizing data and information gathered through various mediums.

4. Work with the UNM Contracts and Grants Office, UNM Administration, the Department of Education, OSP and UNM Taos personnel to ensure the NMVUB Program remains in compliance with all Federal regulations governing the program.

5. Manage the program grant budget.

6. Manage the workload, training, and schedules of three NMVUB associates.

7. Serve on various committees on at the state and national level to represent the program and to strengthen UNM Taos and NMVUB relationships with supporting agencies and organizations.

8. Collaborate with national, state, and local education institutions and veteran serving agencies to ensure the NMVUB program remains engaged and relevant at every level.

9. Develop and present comprehensive statistical and/or narrative program evaluations or reports for use in providing specific Department of Education, UNM Main Campus and Taos Departments, Veterans Upward Bound staff and external agencies with program specific information.

10. Plan, coordinate and schedule the development, implementation, and execution of sub-programs to include special projects and events, marketing of, and recruitment for, the Veterans Upward Bound program. Successfully oversee staff plans for coordinating and implementing other initiatives and related funded services to achieve the overall mission, goals, and objectives of the Veterans Upward Bound program.

11. Actively research opportunities to pursue additional funding sources for program related services as well as the development of smaller proposals. Guide and monitor the use of allocated Veterans Upward Bound project funding to ensure program goals are met.

12. Actively pursue opportunities to increase program awareness through social media, radio and other media by conducting interviews, publishing articles and providing public service announcements. Design, publish and distribute monthly NMVUB newsletters to all participants, Veterans Community Collaboration members, and program outreach partners.

13. Regularly conceptualize, create, produce, and deliver a wide range of promotional, educational, and informational presentations, resource materials (forms, student materials, brochures, flyers, posters, reports and statistics) related to the Veterans Upward Bound program activities and initiatives. Create program specific public service announcements (PSAs) for radio stations and write articles for local area newspapers.

Conditions of Employment

Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.


Preferred Qualifications
  • Bachelor’s Degree
  • Experience in a supervisory role providing services in a rural area in multiple remote site
  • Professional experience in a community college/higher education work environment
  • Experience with fiscal management, program development and evaluation, data collection, submitting reporting in compliance with a funding agency/grant requirement’s
  • Knowledgeable of pre-college educational needs of veterans.
  • Knowledge of UNM Contract &Grants, Purchasing requirements and Banner software applications.
  • Experience interpreting and implementing federal legislation and grant regulations to ensure program compliance
  • Bilingual: Spanish and English
  • Ability to plan, hire, train, supervise and evaluate supporting staff
