Job Description:

CACI is looking for a Senior Program Financial Analyst (PFA) to support our growing Optical & Photonics Systems (OPS) Strategic Business Unit within the National Security and Innovative Solutions (NSIS) sector. This is an opportunity to work with highly dedicated professionals on the cutting edge of optical sensing and communication missions. This is a full-time role that can be supported remotely from anywhere within the Continental US, but the ideal candidate is willing to occasionally travel to work with teams based in Florham Park, NJ and Orlando, FL.


What You’ll Get to Do:

As a Program Financial Analyst, you will be responsible for a portfolio of programs delivering Photonics’ solutions primarily through Firm Fixed Priced (FFP) and Cost-Plus Fixed Fee (CPFF) contracts. While directly reporting to the OPS finance lead, you will serve as the finance business partner for Program Management and be responsible for all aspects of program financials, including cost baselines, variance reporting, corporate forecasting, funding, time & expense charging, and internal & customer reporting.


More About the Role:

  • As a member of the Program Management Office (PMO) provide support to multiple Project Managers in the preparation, analysis, and submission of project financial data and other contract, project or business-related tasks.
  • Work collaboratively with other CACI functional personnel (contracts, subcontracts, HR, accounting, billing, etc.) to support program and business objectives.
  • Baseline and monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met, including EAC’s for FFP percent complete revenue recognition.
  • Manage overall program funding and PoP including providing inputs to customers on incremental funding needed and notifying of limitation of funds.
  • Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.) and proactively inform business decisions in order to maximize revenue, profit, and overall customer satisfaction.
  • Monitor and report contract/program status and ensure compliance with government and customer requirements.
  • Responsible for maintaining program data in CACI financial systems, including contract/program setup and establishing charge strings for timekeeping and required reporting.
  • Responsible for working with accounting counterparts to ensure revenue has been recognized appropriately, approve invoices, and support billing.
  • Support full-lifecycle government contracting including bid & proposal efforts and transitioning to execution.


You’ll Bring These Qualifications:

  • A minimum of 5 years’ experience in finance-related roles supporting government contracts
  • Bachelor's degree in a business, finance, or quantitative related discipline is highly desired.
  • Experience with overall program control responsibility of Cost Reimbursable and Firm Fixed Price contracting efforts, including cost & schedule risk management & mitigation.
  • Must be able to build a cost baseline and forecast from the bottom up including application of indirect rates and overall understanding of Cost Accounting Standards (CAS)
  • Must be able to analyze plans, forecasts, actual costs, variances and communicate trends to leadership.
  • Proficient in Microsoft Excel and be able to build reports and charts for various internal and external requirements.
  • Working knowledge of standard government contracts including FAR/DFARS clauses.
  • Ability to handle multiple and shifting priorities efficiently and effectively while meeting internal & external deadlines. Must have excellent verbal/written communication skills and effective interpersonal skills in order to build relationships with leadership, program managers, customers, and functional counterparts.

These Qualifications Would Be Nice to Have:

  • Experience with Deltek/Costpoint and Cognos enterprise reporting
  • Experience with Earned Value Management (EVM) principles
  • Experience with Oracle OMS and/or INFOR (ERP/MRP) for inventory management
  • Experience supporting production/manufacturing efforts

Pay Range: The proposed salary range for this position is $71,800-$147,200. There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
