Plexus Scientific Corporation is seeking a qualified individual to join our dynamic team of professionals supporting the Office of the Chief, Army Reserve at Ft. Belvoir, VA.

The Office of the Chief, Army Reserve (OCAR) Army Reserve Installation Management Directorate (ARIMD) has full responsibility for the Army Reserve's Real Property acquisition, management, and military construction programs. Important to this mission is complying with local, state, and federal environmental laws and regulations, Department of Defense (DoD) regulations, Executive Orders, and master planning requirements. To meet this need, OCAR ARIMD coordinates a wide variety of environmental compliance assessments and provides technical support to its subordinate organizations.

Candidate will be responsible for completion of project planning and technical report reviews to ensure compliance with the National Environmental Policy Act (NEPA). Candidate will also support the conservation of cultural and natural resources if it is determined that those resources could be impacted by a proposed action.

Candidate will be required to travel once a month within the continental U.S. to gather information, attend meetings, and assess site conditions. Occasionally, travel may also be required to attend trainings, conferences, and/or workshops.

Successful Candidate must have a strong working knowledge of NEPA, CERCLA, Endangered Species Act, the Clean Water Act, the Sikes Act, the National Historic Preservation Act, the Archeological Resources Protection Act, the Native American Graves Protection Act, the American Indian Religious Freedom Act, the and other applicable laws, regulations, Executive Orders, and agency requirements. Experience with ASTM Standard D 6008, Standard Practice for Conducting Environmental Baseline Surveys, and ASTM Standard E1527, Standard Practice for Environmental Site Assessments: Phase 1 Environmental Site Assessment Process, is also a plus.

Responsibilities:

  • Prepare an annual NEPA program plan outlining the anticipated level of NEPA document preparation necessary to support real property acquisition, military construction, and real property exchange agreements
  • Establish working relationships with other ARIMD program staff in order to understand program dynamics and identify when environmental support is required
  • Develop budget and scope of work for NEPA analyses required to support real property acquisition, military construction, and real property exchange agreements throughout the U.S. and Puerto Rico
  • Participate in regular Army Reserve meetings to determine and advise senior leaders on NEPA requirements and timelines on a per-project basis
  • Research unique environmental issues presented by subordinate organizations and develop clear, concise information papers to help senior leaders make decisions
  • Develop Army Reserve policy proposals that streamline environmental documentation procedures required under U.S. law and Army regulations
  • Review NEPA documents, such as Record of Environmental Consideration (REC), Environmental Assessment (EA) and, potentially, an Environmental Impact Statement (EIS)
  • Review support documentation necessary to complete NEPA compliance, such as Record of Non-Applicability (RONA), mitigation plans, and informational letters with other agencies such as the US Fish and Wildlife Service, State Historic Preservation Officers, and tribal liaisons
  • Compile administrative record from stakeholders for NEPA documents

Qualifications (Education and Experience):

  • Bachelor's Degree in Environmental Sciences or related discipline (required), Master's in Environmental Management, Environmental Policy, Sciences or related discipline is preferred
  • Minimum 7 years of professional experience providing NEPA, Natural Resource, and Cultural Resource technical program support
  • Excellent critical thinking, coordination, communication, and interpersonal skills are required
  • Ability to meet the qualifications of an Environmental Professional, as defined in 40 CFR § 312.10(b) a plus
  • Strong program, project, and time management skills are essential
  • Computer literate and proficient in Microsoft Office. Must be willing to learn new software systems specific to the Army Reserve
  • Candidate must be a U.S Citizen, have a current driver's license, and be able to obtain and maintain a favorable Department of Army background security investigation.
