RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.

Background Information:

This full-time position provides senior-level Program Analyst support to NAVAIR’s PMA-205 via the Range Systems Branch’s Tactical Training Range (TTR) team of the Atlantic Test Range (ATR) in Patuxent River, Maryland. PMA-205 manages the total life cycle of all Aviation Training Systems, Tactical Training Range Systems, and Ocean Range Systems.

Duties & Responsibilities:

  • Assists the Integrated Product Team Lead (IPTL) with responsibility for overall management, direction, and control of the research, development, integration, testing, production, fielding, and life cycle support of the Time, Space and, Position Information (TSPI) Systems IPTL or Ranges Combat Environment Information Systems IPTL
  • Performs program management duties for Range Infrastructure Systems program, including IPT leadership, development and refinement of acquisition requirements with OPNAV sponsors and Fleet stakeholders, achieving program milestones within Cost, Schedule, and Performance Baseline objectives as defined within the Acquisition Program Baseline Agreement approved by the program’s Milestone Decision Authority
  • Provides annual budget execution to meet OSD fiscal benchmarks for obligations and expenditures
  • Manages program Risks, Issues, and Opportunities
  • Develops Should Cost initiatives
  • Prepares for leadership reviews with PMA and MDA leadership at key program reviews and major milestone events
  • Supports (and leads, where applicable) competitive source selection activities, program technical reviews, Engineering Change Proposals (ECPs), develops program acquisition and technical documentation, develops requests for proposals and resultant contracts, manages contractor(s) in their execution of awarded contracts to meet program requirements, utilizes CPARS to provide regular feedback to contractor(s), completes test and evaluation, and fields system upgrades
  • Responsible for leading and managing program sustainment activities and incorporation of configuration changes necessary for modernization, technical refresh, and Cybersecurity for the portions of the program within sustainment
  • Oversees long-term logistics support, operations and maintenance efforts, periodic Cybersecurity reaccreditations, and in-service engineering of the programs within the IPT

Required Education, Experience, & Certifications/Licenses:

  • MS Degree in business administration, technical management, or applicable program management field from an accredited college or university is required
  • A minimum of 10 years of work experience performing the stated or similar functions is required
  • In lieu of a MS degree, a BA/BS Degree with a minimum of 14 years performing the stated or similar functions
  • Must have solid experience with Excel, PowerPoint, and SharePoint
  • Must have a valid driver’s license and successfully pass drug screening test

Clearance Requirement:

  • Must maintain or be able to obtain an United States’ Department of Defense (DoD) Secret Clearance (which requires United States citizenship)

Work Conditions:

  • Most work performed in enclosed buildings. Work will include sitting, standing, walking, lifting and reaching.
  • Applicant should be capable of lifting 50-100 lbs. assisted by other employees.
  • Vision abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus
  • Applicants must possess a valid driver’s license
  • Some travel and occasional overtime may be required
