The Undersea Platform Analysis Group (UPAG), within Maritime Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices. Team Submarine unifies submarine platform procurement activities and includes the Columbia-class SSBN program, a Major Defense Acquisition Program and the Navy’s top acquisition priority, the Virginia-class SSN program, as well as the new SSN-X program, developing the next generation attack submarine, to bring improved capabilities to the undersea forces. Analysts supporting Team Submarine would continue SPA’s decades of support to the SSBN force or assist in developing the design requirements for the SSN of the future. These are high-profile, major acquisition programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA/UPAG has an immediate need for a Program Analyst supporting a Team Submarine Program Office.
Responsibilities:
In this role, the Program Analyst will provide action officer support to the COLUMBIA Post-Delivery Availability Program Assistant Program Manager (PAPM). This support is to a NAVSEA Team Submarine program office charged with the planning, assessment, management, and decision-making for various stages of life cycle support, including system design and development; resource scheduling and requirements planning and analysis; program documentation development; and other aspects of program coordination and execution. Responsibilities will include meeting scheduling and facilitation, meeting documentation, travel planning and post travel trip reports, and senior level briefing preparations. There will be opportunities for periodic trips outside of the DC area to locations like Norfolk, VA, Philadelphia, PA, and New London, CT to support customer meetings and review shipyard production and manufacturing progress. It is expected that the amount of independence in this position will quickly grow as the employee becomes acclimated to the customer and product set. This position is located at the Washington Navy Yard and has the opportunity for a hybrid working posture.
Qualifications:
Required Qualifications:
  • Bachelor’s degree (technical discipline preferred).
  • Experience scheduling large meetings, coordinating meeting execution and records management.
  • Experience supporting a government office (DoD acquisitions office support preferred).
  • Capable of working independently as well as with a team on larger projects, strong written and verbal communication skills, and proficiency with MS Office applications.
  • Current DoD SECRET clearance, or the ability to obtain and maintain Secret while employed with SPA.
