Summary;

Island Creek Associates, a professional services firm, is currently seeking Product/Project Coordinator at the Subject Matter Expert (SME) level to provide program, product, and project management and acquisitions support to the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO-STRI), Project Manager Synthetic Environment (PM SE) at Orlando, Florida.

Duties/Responsibilities:

  • Develop and coordinate Acquisition Strategies IAW Department of Defense (DOD) 5000.02.
  • Develop and coordinate Acquisition Plans IAW Federal Acquisition Regulation (FAR) 7.1 and sub tier regulations (Defense FARs (DFARS), Army FARS (AFARS), and Local SOPs.
  • Develop and coordinate Contract Requirements Packages, including, but not limited to Statement of Works, Contract Data Requirements Lists, Document Summary List, Contract Security Classification DD254, and Funding Documents.
  • Provide type of contract recommendations to include, if applicable, suggested Incentive Fee Features, Award Fee Provisions and Evaluation Plan, Procurement History, Government Furnished Property, Shelf-life provisions, Statement of Urgency, recommended source list, Warranty Provisions, Facilities or Tooling, COR/COTR recommendations, recommended CLIN Structure, and delivery schedules.
  • Provide acquisition, development, fielding and life cycle support of simulations, simulators, training and instrumentation systems.
  • Stratify resources against approved programs and services to analyze impacts on programs and services; and to forecast long term funding requirements.
  • Organize and lead special (study/project) teams and task forces with members from different organizations and commands.

Desired Skills/Abilities:


  • Knowledge of policies, programs, organizations, functions, resources, and legislation affecting the program/product/service(s) and the organizations studied or served, and related customers, functions, resources, and users.
  • Knowledge of the DOD Planning, Programming Budgeting and Execution System (PPBES) and its relationship to systems acquisition/program management activities.
  • Knowledge of DOD acquisition and life cycle management policies, procedures, and practices.
  • Knowledge of budgeting for the following specific funds, Operations & Maintenance, Army, investment (i.e., Procurement, Research, Development, Test, and Evaluation (RDTE)), and Foreign Military Sales, etc.
  • Knowledge of single-year appropriations and their characteristics, uses, applications and structure (i.e., O&M, military/civilian personnel).
  • Knowledge of the development and production of live, virtual and constructive training.
  • Extensive knowledge of military doctrine, tactics and procedures, and individual, crew and collective training development and management.
  • Knowledge of military command relationships and operating procedures at the Joint, unified and specified command level and operational force employment.
  • Knowledge of acquisition products and other training support materials.
  • Knowledge of the DOD Planning, Programming Budgeting and Execution System (PPBES) and its relationship to systems acquisition/program management activities.


Required Education:

MA degree in Business or other relevant discipline.

ALLOWABLE SUBSTITUTION: BA degree in Business or other relevant discipline and an additional two (2) years of experience.


Required Certifications:

Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) Level III in Program Management (PM) and Business – Financial Management (Business-FM) or commercial equivalent.


Required Experience:

Ten (10) years or more of specialized experience in Acquisitions, Contracts and Program/Project Management.


Preferred:

Familiarity with Microsoft Project.

Previous work history with PEO STRI or ACC-Orlando


Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday normally performed between 7:30 AM – 4:15 PM. Work after hours or on weekend is occasionally required.


Travel:

Travel 25-30% of the time is expected for this position.


Work Environment:

This job operates in a professional office environment.


Supervisory Responsibilities:

This position does have supervisory responsibilities.


Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level. Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
