POSITION OBJECTIVE

The police lieutenant is responsible for first-line supervision of personnel on the assigned shift. Police lieutenants perform the same duties as police officers in providing law enforcement and protection services, as well as other services in keeping with the mission and values of Case Western Reserve University and the department of Public Safety. The police lieutenant will exhibit a proactive, service-oriented approach to the provision of community-based policing services to the faculty, staff, students and visitors at Case Western Reserve University.


ESSENTIAL FUNCTIONS

  • Supervise the daily activities of all on duty police and security personnel during assigned shifts. This includes supervision of police corporals, field training and patrol officers, as well as mobile security officers. Direct and advise subordinates in the interpretation and application of laws and ordinances as well as university and department rules and procedures. After hours supervision of on duty dispatch, fixed post, Safe Ride and contract security personnel. (45%)
  • Review incident reports and other required written reports, logs and documentation for proper submission and distribution. (20%)
  • Manage emergency response and coordinate with internal and external responders. Consult with higher level department and university authorities in emergency situations as required. Activate emergency communications as needed, in compliance with the Clery Act and university policy. (15%)
  • Manage and approve attendance, time worked and time off. Create work schedules, track overtime and time off, and approve time submissions in HCM system. (8%)


NONESSENTIAL FUNCTIONS

  • Assist the field training officer in new employee and in-service training. Monitor and provide feedback on training needs and effectiveness. (2%)
  • Recommend employee commendation/recognition. Take disciplinary action when required. (2%)
  • Perform all functions of a campus police officer. (2%)
  • Serve as a campus security authority as outlined in the Clery Act. (2%)
  • Serve as supervisory officer for university special events and other occasions as required. (2%)
  • Testify in court or student judicial hearings as required. (1%)
  • Perform other related duties as required. (1%)


CONTACTS

Department: Constant contact with departmental staff to include police, mobile, fixed post and contract security officers as well as Case Western Reserve University Communications Center officers in the course of shift operations and police functions.

University: Frequent contact with university staff and faculty in the course of shift operations and police functions.

External: Regular contact with police, fire and EMS personnel from the cities of Cleveland and Cleveland Heights and the Cleveland Clinic, University Hospitals, University Circle and other police departments as needed. Frequent contact with members of the public as they are passing through University property and visiting public venues owned by the university in the course of shift duties and calls for service.

Students: Frequent contact with university students in the course of shift duties and calls for service.


SUPERVISORY RESPONSIBILITY

Direct supervision of all police/security personnel on assigned shifts in conjunction with police corporals and police field training officers.


QUALIFICATIONS
Education/Experience: Associate’s degree and 5 plus years of related experience. Bachelor’s degree preferred. OPOTA certification required. Prior service as Case Western Reserve University Police Officer preferred. Must have a valid Ohio Driver’s license, free of serious or frequent violations.

  • The abilities, skills and knowledge attributed to the police corporal position.
  • Thorough knowledge of department policies, procedures and directives.
  • Thorough knowledge of relevant criminal law, ordinances, statutes and case law.
  • Knowledge of contemporary supervisory concepts, techniques and practices.
  • Skills in use of computers and associated programs. Knowledge of, or ability to learn, ARMS records management system and ERP time and attendance system.
  • Skills in leadership, human relations, counseling and implementing change.
  • Skills in time management, priority-setting, planning and organization.
  • Ability to take command in an emergency situation: to quickly and effectively assess and direct a response to present and emerging hazards.
  • Ability to manage situations analytically and with objectivity.
  • Ability to work independently without direct supervision.
  • Ability to effectively interact with colleagues, supervisors and customers face to face.
  • Ability to meet consistent attendance requirements.
  • Ability to conduct preliminary internal affairs investigations.


WORKING CONDITIONS

May be required to spend extended periods of time sitting, standing or walking. May be exposed to weather conditions including heat, cold, wind, rain, snow and ice. May be required to work extended hours based on situational and staffing needs. Duties may at times include bending, stooping, reaching and running. Duties may involve physical confrontation and exposure to dangerous situations. Must be able to operate university vehicles.
