JOB SUMMARY
Manages and coaches the Portfolio Management team ensuing they are strategically, effectively and efficiently supporting our IT investments throughout the lifecycle and establishing processes and metrics to ensure we are maximizing the value delivered to the business.
Establishing processes, standards and training around idea submission, triage, idea prioritization, idea management, project intake, prioritization, staffing, resource management, execution, change management, and investment financial management ensure the involved teams have the tools and training necessary to support these processes.
Support organizational and IT leadership in overseeing, managing and using the entire life cycle of investments and initiatives to achieve the Portfolio’s goals and objectives and to ensuring that that the organization has a healthy balanced mix of investments between those that are mandatory, those needed to sustain growth and those that provide the largest return on investment.
The I/S portfolio management team is also responsible for a growing center of excellence in Organizational Change Management and Training for technology related programs.

MAJOR RESPONSIBILITIES
Develop and implement comprehensive Portfolio Management processes from Ideation through handoff to execution teams ensuring governance of and adherence to established service levels through the lifecycle of investments.
Defining the criteria for the prioritization of investments and acting as the point of escalation and arbitration when necessary and solving resource constraints when necessary.
Working with senior leadership to establish and continually improve reports/dashboards to ensure IS and the business we support has real time access to the status and health of the investments within their portfolio and can utilize this information when presenting at the executive/board level.
Ensuring there are standards established and communicated to the appropriate teams for the data that is utilized for the reporting of projects, products and portfolios.
Auditing, coaching and monitoring investments throughout the lifecycle ensuring data integrity and adherence to defined processes and tracking metrics throughout the lifecycle to ensure quality and efficiency.
Establish and continually improving processes and tools for Portfolio Management to assist the Portfolio leadership with prioritizing investments and identifying and resolving resource constraints.
Establish and continually improving processes and tools for Portfolio Management to enable the organization to review the mix of investments ensuring we have optimized that mix based on the objectives within the organization, making the best possible use of all resources and delivering the maximum value and benefits from projects and programs within the portfolio.
Establish and continually improving processes and tools to enable the Portfolio Management team to proactively review the supply and demand of the required skills and competencies across the various resource pools identifying gaps and working with the leadership teams and project stakeholders to make resourcing decisions to support strategic projects.
Supporting the PMO throughout various aspects of the project lifecycle ensuring they are constantly aware of upcoming demand (projects in the pipeline) as well as ensuring a seamless handoff between prioritization approval and project staffing. Also during project execution, ensuring guidance and support when project change management activities arise.
Conducting all aspects of organization change management regarding the newly established Portfolio Management area constantly eliciting feedback to ensure continuous improvement.
Managing the vendor relationships with procured Strategic Portfolio Management tools.

MINIMUM JOB REQUIREMENTS
Education
Bachelor’s Degree in information systems, business administration, or a related field.

Work Experience
7+or more years of combined experience in either IT Project Management, IT Portfolio Management, IT Business Facing Architecture and/or IT Business Analysis.
7+ years in diverse roles with increasing leadership responsibilities across major projects and programs.
2+ years of People Management experience
Knowledge / Skills / Abilities
Demonstrated experience in managing “upward” among senior leadership.
Demonstrated experience in leading diverse teams.
Exceptional leadership skills, with the ability to develop and communicate the portfolio objectives, inspire and motivate staff, and maintain alignment with business strategy.
A high degree of political sensitivity, astuteness and the ability to use the informal power structure of the organization to overcome obstacles and achieve portfolio success.
Excellent verbal and written communication skills, including the ability to explain and “sell” the portfolio goals and objectives to the business and to technical leadership.
Strong business acumen, including industry- and domain-specific knowledge of the organization and its business units. Familiarity with industry trends and innovation, and how other organizations are using them to drive digital business.
A high level of empathy and the ability to vary styles of interaction to match the needs of a variety of business and technical audiences, as well as temperaments and personalities.
Influencing and negotiation experience and skills in an environment with high competition for resources.
Excellent analytical, conceptual strategic planning and execution skills. Familiarity with financial analysis and associated reporting tools.
Ability to develop portfolios and deliver them against financial and resource constraints.
Ability to discern, define, and communicate what is essential for the success of a project or program.
Familiarity with the use of reporting tools to monitor portfolio activities and analyze portfolio performance.
Familiarity with delivery methodologies such as waterfall and Agile.
Familiarity with Resource & Demand Management.
Familiarity with Project Portfolio Management and tools that enable this.
