General Description

This position is responsible for reviewing and evaluating residential and commercial site or utility plans and related documents for compliance with local ordinances and state codes before they are released for construction. The position may also inspect projects to insure they are built according to plans and codes including code compliance for unusual projects. Work is performed under general supervision.

This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.


Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.

Primary Duties

  • Meets with departments on upcoming projects. Meets with architects, engineers, contractors, and property owners to insure their understanding of land development requirements.
  • Examines and reviews construction documents (plans, specifications, etc.) for conformity with applicable city codes.
  • When necessary, performs site inspections of skilled trades work for new and existing construction to ensure compliance with all applicable city, state, and federal codes and regulatory requirements in the site related trades.
  • Inspects properties with and without permits where work is being performed and problems are uncovered. Stops any work being performed without the required permits. Reviews and approves workmanship of completed projects. Inspects and reports on unsafe construction sites.
  • Conducts field inspections to verify the accuracy of submittals, to clarify confusing or complicated information, and/or to resolve problems when directed.
  • Collaborates with contractors and subcontractors, engineers, architects, developers, property owners, homeowner associations, and department administrative support to ensure all required documentation is completed and submitted for approval of requested permits and licenses.
  • Communicates with their Supervisor on matters regarding, code issues, or regulatory requirements that have not been resolved.
  • Approves the issuance of Florida Department of Environmental Protection (FDEP) clearances.
  • Maintains thorough and accurate records of inspections and findings.
  • Prepares plan review summaries, states any design deficiency, and cites the related ordinance or code by section.
  • Assists city staff by providing exceptional customer service and communication to the internal and external customer base.
  • Inputs and retrieves data in permitting database software through office workstation or mobile devices.
  • Attends meetings, training, continuing education classes or workshops to enhance job knowledge and skills in order to maintain required certifications.
  • Assists in coordinating plan reviews with other departments in a friendly professional manner.
  • Reports safety hazards observed in the field to supervisor and inspectors.
  • Provides excellent customer service, communicating effectively and courteously with the public and business community.
  • Performs other duties as assigned.

Minimum Qualifications

  • Associates or Bachelor’s degree in related field preferred
  • Minimum of five (5) years of related experience
  • Obtain FEMA IS100, IS700 within six (6) months from date of employment
  • Valid Florida Driver's License
  • Work experience may substitute for education

In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Physical Demands


  • Continual light work and occasional heavy work.
  • Requires frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Good eyesight, hearing, and speech.
  • Regular driving of vehicle.

Work Environment

Works primarily inside in an environmentally controlled space to complete administrative tasks. Will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time and will be exposed to construction and water/wastewater site hazards, traffic, and moving machinery. It is essential that the Plans Reviewer is alert to safety hazards in the field.
