PLANNING AND ZONING ADMINISTRATOR

Job Summary: Performs difficult,skilled, technical work in the preparation, maintenance, and interpretation of the Townships Master plan, zoning ordinances and related work as apparent or assigned. Work performed under the moderate supervision of the Emmett Township Supervisor.

Essential Functions:

· Reviews development and related land use permit applications. Examines applications for compliance with established plans and ordinances, and applicable State and Federal regulations.

· Reviews and inspects property for site plan review permits. Inspects properties for compliance with the zoning ordinance and presents reports to various boards and other meetings as needed.

· Receives, investigates, and responds to questions or complaints regarding land use, planning and zoning issues, programs and services.

· Performs professional urban planning work in the preparation, maintenance, and interpretation of the Townships Master Plan, and specific area or neighborhood plans.

· Provides information and consults with architects, engineers, property owners, developers and the public regarding development. Conducts research and collects data on planning and zoning related issues and best practices; prepares and proposes amendments to existing ordinances or new ordinances as needed.

· Serves as a supporting role, and attends the Planning Commission meetings and Zoning Board of Appeals board meetings, provides professional advice, research, guidance and assistance on various organizational and community related issues, projects and applications submitted for review; prepares and presents reports.

· Prepares agendas and minutes for planning and zoning meetings.

· Prepares and maintains planning and zoning records.

· Work in collaboration with interdivision and interdepartmental staff related to zoning enforcement, plan review, and overall economic development.

· Routine use of computers, office equipment and measuring devices and scales used on construction or property sites; Microsoft XP, Word, Excel, PowerPoint, Publisher and Esri Products.

· Maintaining the township website with the master plan, meetings and minutes.

· Receives and processes permits, assists and manages contact with the inspectors.

Physical Requirements/Working Conditions: This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding repetitive movements), reading, writing, eye-hand coordination, seeing (near/far, color, depth, field of vision), hearing, using the telephone. Working with the public, working inside and outside, in office setting and in construction sites.

Minimum Qualifications:

· Associates degree preferably with coursework in urban and regional planning or related field and considerable experience in municipal planning and zoning.

· 3 – 5 years’ experience utilizing Federal, State and local laws applicable to township planning preferred

Special Requirements:

· Valid driver’s license in the State of Michigan

· Ability to work towards AICP, ASLA, and/or Zoning Administration certification.

Job Type: Full-time

Pay: From $22.52 per hour
