The Legal Aid Society of Mid-New York, Inc. (LASMNY) is actively seeking a Payroll HR Administrator to provide a wide range of support to the Human Resources Department in a professional manner. The position is based in our Utica office and reports to the Director of Human Resources.

Essential Job Functions

  • Perform payroll-related functions including but not limited to processing new hires, termination status changes, tax changes, wage garnishments, deductions and direct deposits.
  • Review, verify and process semi-monthly payroll and maintain paid time off tracking accurately in a timely manner;
  • Assist with the development and implementation of payroll practices, policies, and procedures.
  • Maintain integrity of employment and payroll records in compliance with federal, state and local requirements;
  • Perform routine tasks required to administer and execute employment and payroll functions, including but not limited to, new employee onboarding, benefits, open enrollment, trainings, unemployment, employment verifications, leave of absences and separation of employment;
  • Maintain accurate records and statistics for the coordination of timely reports;
  • Develop, update and coordinate forms and processes for employment and payroll initiatives;
  • Assist with investigations of claims of harassment and/or other allegations;
  • Maintain compliance with federal, state and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance;
  • Assist with employment and payroll audits;
  • Ability to interpret and administer labor agreements;
  • Handle employment and payroll related inquiries from employees, applicants and community members in a professional and collaborative manner;
  • Attend and participate in meetings and trainings as requested;
  • Comply and ensure that all Legal Services Corporation (LSC) and LASMNY policies, procedures and grant based reporting requirements are met;
  • Perform reasonable and related duties as assigned by supervisor.


Job Qualifications

  • College or university degree and/or equivalent experience;
  • Minimum of (2) years of payroll/human resources job-related experience in a fast-paced environment;
  • Human Resources or Payroll certification beneficial;
  • Thorough knowledge of employment and payroll related laws and regulations;
  • Prior experience with ADP Comprehensive Services/Workforce Now helpful;
  • Knowledge related to FMLA, PFL, Disability, Workers Compensation, etc.;
  • Working experience in a Union environment beneficial;
  • Proficient with Microsoft Office or related software, HRIS, database management and computerized research;
  • Bilingual or multilingual a plus.
