THE TOWN:
The award-winning Town of Windsor is located in Sonoma County and offers the highly acclaimed wine country experience, along with economic opportunity, temperate weather, safe and well-maintained streets and parks, and a beautiful location. The Town has a population of 28,565 and is situated 60 miles north of San Francisco, 20 miles east of the Pacific Ocean, and 8 miles northwest of the County Seat in Santa Rosa. Incorporated as a common law city in July 1992, Windsor provides a modern, relaxed lifestyle with a growing retail and industrial center for the North County. The Town is currently on a 4/10 work schedule from Monday through Thursday, and is closed on Friday, allowing employees more time to enjoy a work-life balance.


DEFINITION

Under general direction, plans, schedules, assigns, oversees and reviews the work of supervisory, maintenance, and administrative support staff in the Parks and Facilities Divisions of the Parks and Recreation Department; this position has considerable responsibility in recommending and overseeing the maintenance and operations of Town public parks, landscapes, right of way trees and facilities as needed; provides complex staff assistance to the Parks and Recreation Director; coordinates capital improvement projects with the Public Works Project Manager; performs a variety of technical tasks relative to the assigned areas; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Parks and Recreation Director. Exercises direct and general supervision over supervisory, maintenance, and administrative support staff within the Parks and Facilities Divisions of the Parks and Recreation Department.

CLASS CHARACTERISTICS:
This is a management classification that manages Town parks and facilities maintenance activities, including carpentry, electrical and plumbing, parks and recreation facilities, landscaped areas, play structures, buildings, right of way trees, and related public facilities and infrastructure. Responsibilities include planning, organizing, supervising, reviewing and evaluating assigned staff either directly or through lead workers. Incumbents are expected to prioritize daily tasks, projects and the use of staff and other resources, and deal with complex problems, both with the public and Town staff. Duties also include participating in the development and administration of assigned budgets and managing contracts. Performance of the work requires the use of considerable independence, initiative and discretion within established guidelines. This class is distinguished from the Parks and Recreation Director in that the latter has overall responsibility for all functions of the Parks and Recreation Department and for developing, implementing and interpreting public policy.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Illustrative Only)

  • Plans, manages and oversees the daily functions, operations and activities of the Parks and Facilities Division.
  • Manages and participates in the development and implementation of goals, objectives, policies and priorities for the divisions; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development and administration of, and oversees, the Parks and Facilities division budgets including existing (Zones 1, 3, 5, 6, and 102) and future Landscape and Lighting Assessment Districts as well as the Parks Water Reclamation Fund 410-88.
  • Participates in the selection of, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and recommends termination procedures.
  • Determines and recommends equipment, materials and staffing needs for assigned operations, projects, and programs; prepares detailed cost estimates; maintains a variety of records and reports.
  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of parks and facilities maintenance programs; assesses and monitors workloads; identifies opportunities for improvement and recommends to the Director.
  • Plans and lays out parks and facilities maintenance work projects; prepares documents for equipment procurement; participates in the bid process for maintenance and repair projects.
  • Supervises the use and operation of tools, equipment and vehicles; ensures that tools, equipment and vehicles are safely operated, maintained and secured when not in use; schedules the service, repair and replacement of tools and equipment.
  • Inspects and documents work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
  • Inspects assigned Town infrastructure for safety violations; ensures that safety procedures are followed and that safety equipment is worn; makes periodic safety presentations to assigned staff.
  • Coordinates park and facility maintenance projects; ensures contractors' compliance with Town standards.
  • Prepares written specifications for parks and facilities maintenance and repair services; reviews submitted bids and awards; organizes and monitors delivery and coordination of contracted services.
  • Troubleshoots complex operational and maintenance problems in parks and facilities; corrects or directs the correction and repair of operational and/or equipment problems.
  • Coordinates assigned services and activities with those of other divisions and outside agencies.
  • Supervises the preparation of maintenance related reports, inspections reports and files; ensures the proper documentation of operations and activities.
  • Provides assistance to the Parks and Recreation Director; related to parks and facilities maintenance activities and service.
  • Provides input in short and long term planning and implementation of park and facility maintenance programs as indentified in the Parks and Recreation Master Plan.
  • Negotiates, administers and manages contracts for services.
  • Responsible for Calsense monitoring and management.
  • Oversees and manages assessment of ROW (Right of Way) trees within Town boundaries.
  • Stays current on the status of new and pending regulatory legislation; recommends changes to current policies and procedures in order to comply with changes in legislation.
  • Answers questions and provides information to the public; investigates inquiries; recommends corrective actions to resolve issues.
  • Responds to emergency situations as necessary.
  • Performs other duties as assigned.
  • Oversee the maintenance and inspection of the Playground Inspector, as well as the Qualified Applicator License holder.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in facilities management, park management, natural resources management, business or public administration, or a related field, and five (5) years of increasingly responsible experience in parks and facilities maintenance or a related maintenance area, including three (3) years of supervisory, management, and/or administrative experience.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Possess and maintain Certified Pool Operator certificate.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, as well as in the field in Town parks and facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various Town and meeting sites; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach and climb to perform work in and inspect work sites. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS
Employees in this classification work both indoors in an office setting and outdoors in a variety of weather conditions around parks and facilities, and may be exposed to loud noise levels, cold and hot temperatures, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
