POSITION OVERVIEW



Operating under the administrative oversight of the Senior Program Director, the Outreach Director is responsible for the development, implementation, and oversight of outreach services for care navigation and foster care. This position collaborates with partners, contracts, and referral sources to ensure relationship-focused, hope centered and trauma informed service delivery to clients and families and is responsible for upholding programmatic and staff compliance with agency policy, accrediting bodies, and state and federal guidelines.

The Outreach Director exhibits professional integrity, exemplifying the values and mission of the organization, so that program goals for children and families are achieved and staff experience an excellent employment environment. As a member of the agency’s leadership team, the Outreach Director must promote, encourage, and display examples of leadership for the agency in accordance with Sunbeam’s mission.

ESSENTIAL FUNCTIONS


  • Promote and contribute to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures, beliefs, abilities, and experiences.
  • Demonstrate capacity for providing developmentally sensitive, hope centered, trauma informed relationship-focused evidence-based/informed services and supports.
  • Provide leadership and guidance to team members, including setting performance expectations, monitoring progress, and providing regular feedback and coaching.
  • Facilitate professional development, training, and skill building activities for assigned staff.
  • Conduct regular team meetings to review progress, discuss issues, and identify opportunities for improvement.
  • Monitor financial and programmatic reports to ensure proper adherence and accountability.
  • Assist with grant applications and new initiatives.
  • Oversee the development and implementation of Outreach services, including direct supervision of staff and program goals and requirements.
  • Oversee daily program operations such as recruiting, licensing, training, evaluation, placement, education, and care coordination related to Care Navigation and Foster Care to support development and quality management.
  • Collect, analyze, and submit ongoing data requirements, including program outputs and outcomes, to maintain compliance and identify areas of improvement.
  • Responsible for reviewing and approving key materials, such as referrals, home studies, treatment plans, incident reports, recruitment plans, progress notes, etc.; and/or delegating responsibility for same as appropriate.
  • Facilitate and attend regular interdisciplinary team meetings to engage in intentional and collaborative problem solving and resource connection.
  • Promote and enhance the overall health and well-being of clients through services provided, including identification and implementation of identified service needs.
  • Establish and maintain regular communication with community partners, contracts, and clients as a support and resource.
  • Responsible for the development, implementation, and facilitation of evidence based psychoeducational and rehabilitative groups, support groups, and development of support materials based on best practices and identified needs.
  • Ensure record keeping, documentation, and reporting functions, including time sensitive accident and incident reports, are completed in a timely manner as required by program and/or agency policy.
  • Facilitate critical incident reviews and staff debriefings in consultation with the Senior Program Director or other designated leadership staff.
  • Ensure maintenance of agency and program designated EHR system.
  • Maintain established productivity, utilization, and recruitment requirements while overseeing staff productivity requirements.
  • Establish and maintain effective community relationships and partnerships, including community engagement events to build programs and service capacity in the communities served.
  • Ensure 24 hour, on-call support is provided for foster care families and children in placement. Provides crisis intervention support to staff and families as needed.
  • Adhere to agency code of ethics, confidentiality, and professional standards to ensure quality of service.
  • Provide direct services, support, and training as needed.
  • Comply with all requirements to maintain required BHCM certification or behavioral health licensure requirement.
  • Keep abreast of and comply with agency accrediting or licensure bodies, including COA, OKDHS Foster Care, Child Placing License, and contracts.
  • Represent Sunbeam in community collaborations and events as directed by supervisor.
  • Promote culturally sensitive practice.
  • Perform all duties and attend required training related to supervisor role.
  • Travel locally as required in the performance of responsibilities
  • Help to assure the overall success of assigned program areas by performing all other duties as assigned by supervisor, Chief Program Officer, or Chief Executive Officer.

Qualifications

JOB QUALIFICATIONS



Minimally Required


Preferred



Education


Bachelor's Degree in a behavioral health field, education, social work, or closely related field.

Master’s degree in a behavioral health field, social work, or closely related field.


Licensure / Certification


Licensure in the State Of Oklahoma in one of the mental health disciplines (LCSW, LMFT, LPC)

OR

Current Behavioral Health Case Manager II (BHCM II) Certification through the Oklahoma Department of Mental Health and Substance Abuse Services

Licensure in the State Of Oklahoma in one of the mental health disciplines.



Experience


Two (2) years’ experience as a supervisory or similar role

One (1) year experience working as a Certified Behavioral Health Case Manager II (BHCM II)

One (1) year experience working with children and/or families in a social services setting


Three (3) or more years’ experience in a supervisory role

Two (2) or more years’ experience working as a Certified Behavioral Health Case Manager II (BHCM II)

Experience working in foster care

Bilingual staff must have the ability to effectively, accurately, and regularly communicate and translate conversations with families served by Sunbeam

Valid Oklahoma driver’s license and state required vehicle insurance for any vehicle used in performance of job duties

Local travel required plus work some evenings and weekends, as required by the job


Advanced computer database and Microsoft software application knowledge

Bilingual Spanish/English speaking ability to interact with children and families from multilingual homes




WORKING CONDITIONS


Physical Demands

While performing the duties of this job, the employee is required to frequently communicate with, supervisor, staff, families, and others, and must be able to exchange accurate information when doing so. Must be able to endure remaining in stationary position for extended periods (up to 50% of workday) and occasionally move about inside the office to access file cabinets, office equipment, attend meetings, etc. Must be able to communicate verbally with children. Occasionally must be able to move or lift up to 25 pounds at a time. Must be able to detect, discern, distinguish, observe, inspect and compare.

Work Environment

The employee will work in office, school, and home environments. May work close quarters with other staff members, parents, and children. Frequent travel to other sites and facilities. The noise level in the work environment varies from quiet, moderate to loud depending on work setting. Some travel may require entering a family’s home. Work environment cannot be predicted when entering a family’s home. Employee must expect exposure to strong odors such as soiled diapers and clothes and poor hygiene.
