Reporting to the CRESST Business Manager, the Administrative Analyst, Supervisor will manage the day to day administrative and operational needs at the Center for Evaluation on Standards, & Student Testing (CRESST) housed at the School of Education and Information Studies (SE&IS).

The Administrative Analyst, Supervisor will serve as the Center's Operations Manager with major responsibilities in the areas of: procurement and accounting, building/facilities management including security measures and serve as liaison to the SE&IS Human Resources office to facilitate HR and personnel/payroll related matters and requests. This position actively collaborates with Center's Sr. Associate Director and Business Office managers, the School's HR and Support Services offices, and various departments on campus such as UCLA Purchasing and Accounts Payable offices. The position will supervise two Administrative Officers and also quarterly student worker(s) to manage the day-to-day research project and business operational activities. In working with the Business Manager and Sr. Associate Director, coordinate with the SE&IS MSO on Center's facilities and space needs.

As the Human Resource Liaison to the Center, responsible for the management and coordination of internal administrative processes of personnel actions (e.g., new hires, contract amendments/extensions, reclassifications, and equity requests) for submission to the SE&IS Human Resources office. Maintain CRESST's internal entries/updates in UCPath. Perform monthly payroll reconciliation and process Direct Retro pay in UCPath as needed. Serve as the Center's main point of contact for hiring project students workers and consultations for all projects.

Oversee the general ledger reconciliation of Center projects on a monthly basis and the processing of monthly interdepartmental recharges and non-payroll expense transfers. Serve as a Non-mandatory reviewer and point of contact for guidance and support to administrative staff on all Purchasing and Travel related requests based on strong knowledge of the university's policies and procedures and familiarity with university systems such as BruinBuy and Travel Express/Concur systems.

Maintain updated office procedures and provide in-house training of center administrative staff members. Manage the Center's Trouble Tickets and Facilities Service Requests (FSR) for building/facilities related requests and exercise decision-making authority on building/facilities and office space management and issues and in coordination with management and SE&IS' operations managers. Work is conducted under the direction of the CRESST Business Manager and is compliance with the University's policies and procedures including sponsors funding guidelines.

Required/Preferred

Skills in supervising administrative personnel, including delegating responsibility, training, evaluating performance, and coordinating workflow to completion.

Required

Ability to maintain strict confidentiality of information related to pay rates, personnel status, and disciplinary actions.

Demonstrated experience writing, reviewing, and editing, job descriptions; ability to counsel others on what constitutes a good job description.

Preferred

Ability to develop and maintain effective working relations with all levels of staff within the Center, campus units, and outside vendors.

Required

Strong working knowledge of accounting principles and associated computerized university purchasing and accounts payable systems.

Required

Demonstrated experience in acceptable accounting and business practices to provide guidance and direction in financial, contract and grant, and administrative issues.

Required

Working knowledge of policies and procedures in a large institution of higher education, such as accounting, travel, purchasing, consultants, and sub awards to coordinate and expedite tasks with associated central offices.

Preferred

Demonstrated skill in analyzing and resolving problems that require both independent thought and action and resourcefulness in consulting others as appropriate.

Required

Excellent verbal and written communication and interpersonal skills to lead meetings; prepare and deliver professional oral presentations; explain complex ideas to diverse audiences, build consensus, and influence decision making by internal and external groups from all organizational levels.

Required

Experience and/or training in the use of the following online UCLA systems: BCR, BruinBuy, Travel Express, UCPath and OFSR.
