STATE PROFILE SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB RESPONSIBILITIES:

  • Under limited supervision manages the statewide maintenance resurfacing program by coordinating the activities leading to the contracting of selected maintenance resurfacing and rehabilitation projects.
  • Responsible for developing a statewide priority list of projects, scheduling projects for letting to contract, determining appropriate funding sources.
  • Provides direction in the development and revision of plans, reviews project plans, prepares cost estimates, distributes project documentation, and maintains maps, project records and funding expenditure and balance ledger.
  • Participates in field plan reviews and assists in the estimating and bid review process for contract awards.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications


STATE ENTRY QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university in a related field AND Two years of related experience
  • OR Associate degree from an accredited college or university in a related area AND Three years of related experience
  • OR One year of experience required at the lower level Transportation Specialist 3 (TRP052) or position equivalent

AGENCY SPECIFIC QUALIFICATIONS:

  • Two years of experience developing roadway plans
  • Demonstrated experience preparing cost estimates and calculating quantities/items
  • Demonstrated experience to visualize projects based on plans, drawings, computer aided drafting and design, etc.
  • Demonstrated experience in reading and comprehending information obtained in contracts, plans, drawings, specifications, and technical manuals
  • Demonstrated understanding of the different offices involved in the development and implementation of Maintenance Projects.
  • Knowledge of Highway Engineering
  • Knowledge of GDOT Standards and Specifications, asphalt mixes and pavement methods
  • Ability to make sound and well-informed decisions; to reason and choose the best alternative
  • Ability to identify and analyze problems; gather, interpret, and evaluate information to determine its accuracy and relevance; use sound judgment to generate and evaluate alternatives and recommend a solution.
  • Ability to adapt to frequent change, integrate multiple priorities, and manage diverse situations/environments
  • Ability to work well with others, including co-workers and contractors.
  • Ability to effectively communicate orally and through written correspondence
  • Ability to schedule, prioritize and manage multiple projects simultaneously.
  • Knowledge of the Department’s rules, regulations, and policies.
  • Ability to motivate and promote teamwork.

  • Ability to organize and manage multiple priorities.

  • Experience designing roadway maintenance projects
  • Advanced knowledge of Asphalt mixes
  • Advanced knowledge of pavement methods
  • Ability to implement innovative strategies.
  • Ability to work out differences, conflicts, or problems that arise from projects.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
