Nuclear Intelligence Analyst

This position provides support for the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction Office (CWMD). This position is on-site at DHS Headquarters in Washington, D.C.; candidates who are not currently in the Washington D.C. area but are willing to relocate are encouraged to apply.

About the Job

We are looking for an experienced nuclear intelligence analyst to serve as an expert on threats to the Homeland related to nuclear materials and nuclear devices. You must have a solid grounding in nuclear fuel cycle issues, preferably with nuclear engineering or nuclear chemistry training, and with a DOE Q clearance. As a subject matter expert, you will be expected to constantly track the evolution of civil and military nuclear programs worldwide, identify any new vulnerabilities potentially impacting U.S. security, and take the initiative to write intelligence products summarizing these changes for senior DHS leaders. You will also be expected to respond to requests for information from DHS components, from interagency groups, and from the DHS CWMD teams who are responsible for developing and fielding radiation detectors across Federal and state agencies. Prior TOP SECRET/SCI access would be a strong plus, as would experience in writing intelligence products in accordance with Intelligence Community Directives 203 and 206.

The Nuclear Intelligence Analyst shall be able to:
Conduct intelligence analysis on topics of long-term concern to DHS CWMD programs.
Apply structured analytic techniques to better characterize implications of intelligence reporting, explore the range of possible consequences where the base of known incidents is small, and support key judgments with repeatable results
Develop the results of this analysis into finished intelligence products at both TOP SECRET/SCI and SECRET level, with evidence and judgments clearly delineated in accordance with Intelligence Community Directive (ICD) 203, sources annotated in accordance with ICD 206, and all portions marked in accordance with current National Archives Information Security Oversight Office (ISOO) and DNI Controlled Access Program Office (CAPCO) guidance
After obtaining review and clearance of the finished products, arrange for publication and dissemination per DHS Intelligence Enterprise practice
Highlight intelligence gaps and submit collection requirements
Collaborate in expert working groups on topics related to CWMD intelligence
Process appropriate intelligence reports into DHS and IC databases to support long-term retrieval and display
Apply computer-based tools to perform intelligence fusion, determine patterns of interest, and to support DHS operations
Respond to incoming Requests For Information (RFI) from across the DHS Intelligence Enterprise
Assign classification markings to image and map products.
Perform spatial/temporal analysis.

Requirements

Requirements

Must have a solid grounding in nuclear fuel cycle issues, preferably with nuclear engineering or nuclear chemistry training, and with a DOE Q clearance. TS/SCI access would be a strong+. Expand search across the company to include DOE labs in Western US; role requires relocation to Eastern US.

Education

Master’s degree with 25 years experience. Experience in writing and briefing policy makers and prior nuclear materials knowledge is required. Membership in professional associations (e.g., American Nuclear Society) preferred. This position does not require a background in military nuclear weapons effects or nuclear weapons employment.

Certifications/Registrations

Must have current SSBI and be eligible for SCI program upon entry of duty.

Security

Must possess or be eligible to receive security clearance of T/SCI and DOE Q.
