SALARY RANGE: $173,555 - $282,027 USD Annualy

PURPOSE: The Nuclear Assurance Manager reports to the Director of Nuclear Assurance and provides support in managing the overall technical direction and stewardship for Management and Operating (M&O) nuclear safety documents (Documented Safety Analysis (DSA) and Technical Safety Requirements (TSR) that supports processing, storage, diagnostics/testing, and experiments utilizing nuclear materials and nuclear explosive safety at the Nevada National Security Site. Responsible for direct development of M&O strategic initiatives and execution of (1) nuclear safety documentation development; (2) nuclear assurance programs and services; and (3) interaction with stakeholders.

• Safety is a primary responsibility in this job. Take the necessary steps to recognize signs of unsafe activities and stop work when continuing the job is unsafe or will create an unsafe condition.
• Communicate a clear vision and expectation to ensure development of applicable safety envelops support effective operations. Serve as the principle nuclear safety integrator to balance hazard and technical risk analysis and the resultant controls/requirements with aggressive mission accomplishment and associated risk reduction to safely optimize mission life cycle cost effectiveness and business success.
• Actively apply regulatory, facility, and mission related technical and operational knowledge to negotiations with the U.S. Department of Energy (DOE) customer concerning M&O business objectives, performance-based incentives, and fees. Direct MSTS activities to develop and maintain a business structure that ensures continued profitability and the acquisition of new business and missions.
• Direct MSTS activities to develop, communicate, and implement strategies to provide critical M&O deliverables. Such direction requires integration of MSTS activities in the M&O with needs and initiatives across the DOE Complex.
• Lead M&O initiatives to proactively conceive and implement strategies to transition nuclear safety programs and business practices to directly align with accomplishing safe and reliable mission performance in a way that achieves overall cost effectiveness based upon hazard and business risk.
• Direct MSTS activities to develop and communicate the capabilities and planned utilization of NNSS facilities to implement existing and potential national security missions. Establish strategies to achieve regulatory acceptance and approvals essential to accomplish identified/new mission objectives.
• Maintain capacity to effectively and expeditiously respond to emergent regulatory challenges, minimizing impact to mission accomplishment. Direct M&O interaction with Defense Nuclear Facilities Safety Board (DNFSB) members and their staff. Advise senior MSTS and DOE, Nevada Field Office (NFO) and DOE, Headquarters (HQ) executives of DNFSB activities, including known and potential issues. Direct development of responses to media and public inquiries concerning NNSS facilities and activities.

• Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
• Required in-depth, expert level knowledge of DOE directives (ex. DOE STD-3009, and 5506) and technical standards associated with safety basis development, nuclear criticality safety, and unreviewed safety question requirements. Lead a team developing the nuclear safety documents.
• Candidate must possess knowledge of nuclear operating procedures, human performance and project management fundamentals (schedule and cost control). Strong analytical, problem-solving, organization and interpersonal skills are essential.
• Requires demonstrated ability to mentor and retain early career talented engineers.
• Requires demonstrated leadership and management skills of experienced, technical, multi-disciplined personnel.
• Requires knowledge of and experience interacting with regulatory authorities, including Department of Energy and the Defense Nuclear Facility Safety Board, and external customers LLNL and LANL.
• Work schedule is Monday -Thursday, 4-10's; must be flexible on occasion as needed.
• The work location will be hybrid; working from home and at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada.
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver's license.

• Department of Energy Q Clearance (position will be cleared to this level). Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter.
