POSITION DESCRIPTION: This is a technical position primarily responsible for the daily management of District Voice Telecommunications. This position is also responsible for the support of the District’s voice communications related equipment, including billing and payment. This position is responsible for assisting with voice communications related work in other locations as needed.


Organize and establish operating controls and procedures for the District voice telecommunications. This includes but is not limited to moves, adds, changes, voicemail configuration, user training, usage reporting, documentation, problem resolution, and all aspects necessary to insure the user offices’ needs are met in a timely and responsible manner in order to maintain customer satisfaction and voice communications. This responsibility also requires assisting users in how to best use the equipment and instructions on how to use the different options available.


Provides consultation for all voice telecommunications for the District and as needed for other locations, and advises in voice telecommunications needs during new construction, additions or expansion of existing facilities or on remodeling of facilities. Provides support to the District in voice related telecommunications as needed and assist with billing problems. Works with outside telephone companies when needed to support the Department’s voice telecommunications. Responsible for adhering to all Department of Transportation (FDOT), Department of Management Services (DMS) division of Communications and Office of the State Comptroller rules, regulations, procedures and other statutory or procedural requirements.


Provides support for communications equipment including the maintenance and operation of all voice and data equipment related to voice communications. Adhere to Office of Information Technology (OIT) and Department policy regarding maintaining a secure environment, and respond to security incidents. Review and submit voice related communications service authorization and billing (CSAB) and Administrative Rule Request (ARR) for District Headquarters and Remote sites.


Assist the District Office of Information Technology offices as needed.


Follow OIT processes and guidelines in responding to Service Desk tickets. Display technical skills, knowledge, and competency in the assigned technical areas of responsibility. Monitor and update the status of Service Desk calls to ensure compliance with established guidelines. Provides a high level of customer service, providing status and information to the customer during the problem resolutions process.


Attends meetings that relate to voice telecommunications and related projects as necessary, working with others on the team to complete project objectives in a timely manner. Strategic Planning: Additionally, this includes the scheduling and managing of projects and meetings. Administrative: Performs administrative tasks associated with meeting the goals of this position. This could include tasks in obtaining evaluation and purchase of hardware and software, using e-mail, Teams and verbal communication for effective communications and scheduling necessary meetings.


KNOWLEDGE, SKILLS AND ABILITIES: Ability to establish and maintain good working relationships with customers: Ability to log and track problems in a service desk database: Ability to work independently, plan, organize, coordinate and adjust work schedules to complete projects and other work assignments: Knowledge of Centrex and PBX systems: Ability to read and comprehend complex manuals and follow written instructions: Ability to plan, document and complete projects in a timely manner; Ability to communicate effectively both verbally and in writing; Ability to interact with organizational structure; Ability to collect, evaluate and analyze data to develop reports and make recommendations’ Ability to solve problems and make timely decisions; Ability to establish and maintain effective working relationships; Knowledge of windows servers and network infrastructure; knowledge of video conference equipment; ability to lift a and carry a minimum of 50 pounds.


OTHER JOB RELATED REQUIREMENTS: The incumbent of this position may be physically located in Central Office or a District Headquarters Office. This position has on-call responsibilities for returning to work to handle emergency situations or other needed activities following a rotation with the other network systems positions. The incumbent of this position will at times be required to work during weekend, nights, or holidays due to emergency conditions. Position will be required to carry a cell phone during the on-call periods.


MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and four years of experience in telecommunications, data processing (excluding data entry), electronics or engineering; or an Associates degree from and accredited college and two years of experience in telecommunications, data processing (excluding data entry), electronics or engineering. College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required non-telecommunications experience provided such education includes two courses in one of the areas described above. Vocational/technical training in one of the areas described above can substitute at the rate of 720 classroom hours per year for a maximum of two years of the required non-telecommunications experience. Completion of a vendor supplied program of study of four or more weeks in telecommunications can substitute for one year of the required experience.

A Competitive Area Differential (CAD) additive in the amount of $1,809.60 will be added to the annual salary.
