Join Serco as a Naval Maintenance, Repair & Overhaul (MRO) Program Manager. You will lead a team that is evaluating and managing ship and craft MRO in the Kingdom of Saudi Arabia. Our team is led by an Operations Vice President that has decades of experience working in the DoD and Shipbuilding Industry. Our Amphibious Warfare Operation provides critical services to nearly all U.S. Navy amphibious ships and craft. You will work closely with Government and industry professionals as well as shipbuilders and other support personnel to ensure our clients’ mission objectives are achieved with the highest level of capability and assurance, and at the lowest possible cost.

As the MRO Program Director, you also will support the growth of Serco’s international maritime business in the middle eastern region through the development of new maritime business, leading the maritime team, and managing maritime projects within the region. You will find support and assistance within the business through Serco’s Global Maritime Community, an internal resource comprised of engineers, managers and business development professionals from our maritime business units located within Serco’s other 3 regional divisions headquartered in the Middle East, United Kingdom, and Australia. These business units will support and guide the capture of new work, help to resource and staff maritime projects and provide technical expertise throughout the life-cycle of projects your team leads in the region. Serco’s maritime capabilities cover all aspects of the life-cycle of both military and commercial vessels. These include research and development (R&D), acquisition support (owners’ representatives), engineering and vessel design, program management, systems integration, vessel operations, maintenance, repair, and overhaul, as well as transfer or disposal. Serco’s expertise in these areas is in the United States, Canada, United Kingdom, Australia, and Belgium.

As a result, successful and execution of new opportunities will draw on and partner with the existing technical, operations, and management experts within the business to capture of new business. During the first year, locating (or ability to relocate) to the Middle East region will be required, with residence in Riyadh, Saudi Arabia, and travel to the United Arab Emirates, Qatar, and Bahrain. In this role, you will:
  • Your primary responsibility will be leadership of the maritime team, development of capability within the region, and management of projects. This will include managing the full contract life cycle of the Serco portfolio of maritime contracts and leading a multi-functional team that will develop, implement, monitor, and improve effective MRO service delivery. This will require interacting with Serco ME’s senior leadership team, maritime staff, industry partners as well as Government and broader public sector stakeholders.
  • You will be responsible for managing highly complex contracts for multiple customers with revenue typically ranging from $15 - $30M.
  • You will leverage Serco’s global platform and network of maritime expertise to build local capability. (This supports our Middle Eastern strategy to evolve and deliver operational excellence and business growth, and strengthen sources of long term, sustainable competitive advantage.)
  • Important is your contribution to achieving Serco’s “Zero Harm” Health & Safety policy by ensuring compliance with all regulations, policies and procedures pertaining to the regions maritime operations including occupational health and safety, environmental, and quality, being responsible for the safety of all personnel, equipment, and facilities under the scope of this position, in accordance with Provincial, Federal, Serco and customer safety regulations and procedures.
  • In this role, you also support the business development function with the identification of new opportunities, development of leads, and capture of new business in the maritime space. You will also assist with strategy development, technical solution, partnering and successful proposal development across multiple simultaneous pursuits. In concert with Serco’s Global Maritime Strategy, identify, analyze, develop, and successfully execute projects which will grow Serco’s maritime and defense business in the region.
Qualifications:
To be successful in this role, you will have:
  • A Bachelor’s degree and a minimum of 7 years of prior relevant naval experience and exposure to the commercial maritime sector. Individuals with lesser college degrees, technical school, or military certifications and additional experience will be considered.
  • Familiarity with systems and processes employed in vessel procurement, design & engineering, operations and maintenance is essential. A technical background in engineering or operations is preferred but an entrepreneurial spirit and love of the maritime industry is a must.
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools to present ideas, information, and reports.
  • Ability to support activities in a shipyard or naval facility may be required. Some work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, may be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel internationally in support of the maritime business, development of leads, pursuit of new opportunities, engagement with clients and management of project teams.

  • Ability to obtain a broad knowledge of Serco’s maritime capabilities and services, as well as the needs of current and future customers and establish strategic direction from that knowledge.
  • Demonstrate extensive knowledge, experience, and success in the full life cycle of leading a business from market shaping, through bidding to management of planning, operations, maintenance, and customer service including those that have lead to sustainable partnerships and business growth.
  • Strong knowledge and understanding of government procurement processes and contracting practices is a must.

Desired qualifications:
  • Proficiency in Arabic language is desired.
  • 10+ years prior relevant naval experience and exposure to the commercial maritime sector is HIGHLY preferred.

In compliance with with state and local laws regarding pay transparency,, the salary range for this role is $87,500 to $175,000; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, and education/training, and key skills.
