Core Responsibilities

  • The Manager is responsible for the daily operation of the Instrument and Controls Department at East River Station. The Manager of the Instrument and Controls Section will be responsible for the daily coordination and planning for the Technical Supervisors at the East River Station. This individual will play an integral role in the stations work control process for the l&C Department with respect to scheduling and coordination between various departments for critical job evolutions. The manager will review the l&C compliance system and ensure that all preventative maintenance is being scheduled and performed appropriately; this will include instrumentation, relay calibrations, as well as turbine, generator and boiler trip checks. The manager will also play a key role in the review of Capital Projects that will be implemented at East River Station.
  • Ensure implementation of Company safety, health and environmental programs for employees whose work is directed. Ensure that safe work practices are followed, and the environment is fully protected in accordance with Company policy and governmental regulations.

  • Complete Root Cause Analysis Investigations for incidents that occur at the facility. Ensure the l&C corrective actions identified during root cause analysis reports are implemented.
  • Coordinate the prioritization and planning of all work in the Instrument and Controls Department.
  • Evaluate the training needs of l&C supervisors and technicians and develop appropriate courses to focus on areas where training is needed.
  • Ensure the timely and successful completion of all Capital Projects by performing detailed technical reviews of construction packages and functional test procedures, establishing scheduled and resource-loading requirements for commissioning, tracking and documenting progress.
  • Work closely with planning to ensure procurement of parts for emergent work is performed correctly and in a timely fashion.
  • Identification, procurement, and installation of software to communicate with field controllers and devices.
  • Work closely with the system engineers to prioritize, plan and execute equipment maintenance and improvements..

Required Education/Experience

  • Bachelor's Degree Engineering or related technical fields. And 5 years of power plant experience Or
  • Associate's Degree Engineering or related technical fields. And 6 years of power plant experience Or
  • High School Diploma/GED And 8 years of power plant experience.

Relevant Work Experience

  • Related experience in engineering and operation of power plant mechanical, electrical and control systems required.
  • Must have 3 years of supervisory experience.
  • Hands-on working knowledge of Gas Turbines, Generator Excitation Systems, Water Treatment systems, Balance of plant Control Systems, Relay Protection devices, or Pneumatic Controllers is required. Experience with Ovation and Allen Bradley PLC Systems is preferred.
  • Ability to read and interpret drawings including schematics, one-line diagrams, P&IDs, and functional logic diagrams required.
  • Must possess a high level of energy and the ability to handle multiple assignments and changing priorities.
  • Must have excellent written and oral communication skills and have the ability to bring the work groups together and function as a team.
  • Must possess the ability to interact with all station employees, various work groups throughout ConEd, Corporate EH&S Staff, contractors, regulatory agencies and various levels of management.

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
