The Position: Under administrative direction, supervises and participates in Street, Beach, and Right of Way Maintenance, performing related work as required.

Reports to/Supervises: This position will report directly to the Deputy Director of Public Works, and will supervise equipment operators and other subordinate maintenance staff.

Those recommended for further evaluation will undergo a department interview with City staff. Based on the Department's needs, the selection process listed may be modified. Candidates will be notified via e-mail of any changes in the selection process.

Pre-Placement Process: The selected candidate must successfully pass a fingerprint check with the State Department of Justice, a pre-placement physical and drug test, educational and employment verification, and reference check(s).

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Street and Beach Maintenance:
Schedules, coordinates and supervises work crews and individual workers performing a variety of maintenance activities along City streets, City Beaches, and within the Public Right of Way; assists in selection, training, and evaluation of assigned employees; reviews service requests and resolves complaints, concerns and technical situations, assists in coordinating work projects with contractors and other divisions; conducts safety meetings with crews, drafts and recommends maintenance schedules, productivity and quality standards and safety procedures; recommends and orders materials, supplies and equipment; demonstrates safe work procedures and proper operation of hand and power tools, heavy equipment, trucks and loaders; promotes the observance of good safety practices; performs journey level duties involving the maintenance and repair of City infrastructure, such as: asphalt/concrete pavement, sidewalks, curbs, gutters, storm drains, traffic markings, signs, street lights, street sweeping, and beach cleaning.

Minimum Qualifications

Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:
Education: Graduation from high school or equivalent, preferably including or supplemented by course work related to the division assignment. Course work or training in supervision is desirable.
Experience: A minimum of three years of full time journey-level experience maintaining public infrastructure such as streets or beaches. This may involve asphalt or concrete repairs, heavy equipment operation, street sweeping, storm drain maintenance, street sign maintenance, traffic markings, street lights, traffic signal maintenance, trash removal, beach sanitizing, pressure washing, installation and repair of street furniture, and emergency response. Completed course work in related technical areas, supervision or management is also highly desirable.
License/Certificate Requirements: A valid California Class B driver's license with tank vehicle endorsement. Must not have an air brake restriction or an automatic transmission restriction. The incumbent must be able to provide a DMV printout, a current medical card and successfully pass a police background check. A fingerprint check with the State Department of Justice, a pre-placement medical exam and drug test are also required.
Incumbents who are not in possession of a valid California Class A or B driver's license at the time of hire may be required to obtain the required commercial license with the necessary endorsements by the end of the twelve (12) month probationary period.

Supplemental Information

General:

Knowledge of: basic work methods, safety practices and procedures, common terminology, materials and equipment used in the division assigned; safety precautions and practices necessary for working with hand tools and heavy equipment; and the principles and practices of employee supervision, training and evaluation. May require specialized knowledge in one of the divisional areas listed above.

Street and Beach Maintenance:

Knowledge of: Effective supervisory techniques; methods and materials used in streets and beach maintenance with knowledge of asphalt/concrete pavement repair techniques, heavy equipment operation, street sweeping, storm drain maintenance, street sign maintenance, traffic markings, street lights, traffic signal maintenance, trash removal, beach sanitizing, pressure washing, installation and repair of street furniture, and emergency response.

Ability to: Determine work priorities and schedule, organize, assign and coordinate the work of crews and individuals; organize, assign and inspect the work of contractors, maintain and perform repair work in streets, right of way, and beaches; use of hand tools and equipment in the maintenance and repair of facilities; order supplies and materials; engage in office work and operate a computer; conduct inspections as necessary.
