Job Duties

DMV is seeking to hire a Driver License Specialist. The work location for this position is at the Middletown Scales (Rt. 211)

This position functions as a Compliance /Safety Officer, proficient at performing customer services relative to driver licensing including application processing, identity and residency document review, visual screening, knowledge testing, pre-trip inspection and road skills testing of commercial and other drivers. This position is responsible for assisting DMV field employees with the initial certification and re-certification of driver examiner credentials and the administration of commercial and other driver knowledge testing. Other duties include: conducts business audits of third party examiners, commercial driver training school and driver improvement clinics; provides technical training both within and outside DMV for the purpose of preparing all individuals involved in driver licensing to properly administer Virginia’s driver licensing program; provides instruction in driver and commercial driver testing and licensing, ensuring quality and state and federal standardization in the Virginia DMV driver licensing program..

Minimum Qualifications

  • Working knowledge of test administration principles, adult education principles, and the design/evaluation of training programs and instructional strategies; of the Virginia Motor Vehicle Code; of DMV CSC operations and procedures and of computer concepts.
  • Considerable knowledge of automotive components and federal regulations as they relate to commercial driver licensing.
  • Working skill in basic keyboarding.
  • Skill in the operation of a motor vehicle.
  • Demonstrated ability to effectively communicate orally and in writing; to understand, interpret, explain and apply complex written material such as laws, rules, policies and procedures and to adapt to frequent statute, policy and procedural changes; to analyze records, files and other documents to reach logical and legal conclusions.
  • Demonstrated ability to develop and conduct training modules and to train others in their work.
  • Demonstrated ability to perform pre-trip inspections and road skills tests; to meet the physical demands of commercial vehicle inspection and testing and to identify and explain the purpose of a variety of automotive components.
  • Demonstrated ability to accurately perform arithmetical computations; to balance and reconcile a cash drawer; to communicate in an effective, tactful and courteous manner which projects concern for both the client’s welfare and the public image of the agency; to establish effective working relationships and work cooperatively with others in a team style; to work under pressure during peak workload periods.
  • Ability to work five days a week and some weekends. Schedule and hours may fluctuate. Frequent travel is required and some overnights.
  • Ability to work in extreme weather conditions such as rain, heat, cold, and snow.
  • Work independently at times under demanding work schedules and addressing customer complaints according to policy, procedures and federal laws.
  • Possession of a valid Virginia driver license and a driving record which reflects a sense of responsibility for highway safety and concern for the law.
  • Ability to successfully obtain the AAMVA Commercial Examiner Certification and Virginia Third Party Tester, Commercial Driver Training School and Driver Improvement Clinic Audit Certification.
  • Ability to successfully complete FMCS skills performance evaluation training

Preferred Qualifications:

  • Possession of a Class A Commercial Driver’s License is preferred however, applicant will be considered if they hold a Commercial Examiner Certification and/or have experience in pre-trip inspection and road skills testing of commercial drivers and be willing and able to obtain a Class A Commercial Driver’s License.
