POSITION OBJECTIVES

Under the direct supervision of the Code Compliance Manager, responsible for the enforcement of all state, county, and local municipal codes, land development regulations, ordinances and related regulatory requirements for the general public and business entities within the city.

ESSENTIAL FUNCTIONS

The essential function of the position is to protect the quality of life of the residents and ensure their health, safety, and welfare. The position is responsible for investigating complaints and property violations and providing recommendations to resolve complaints concerning such violations. Additionally, the position is responsible for a providing customer service and technical support to the public, patrolling city for code violations, conducting inspections, maintaining files, creating reports and updating the data base as well as preparing cases to present before the Special Master. The position works under general supervision, reporting major activities through periodic meetings, and weekly reports to the department head. The employee has daily contact with other Department employees, the public, and other organizations and agencies when needed. Work involves moderately complex, relatively standardized tasks, processes and operations following established laws and procedures. Work is assigned by both the direct supervisor and the department head.

1. Patrols the City in search of violations of municipal codes and ordinances and takes necessary enforcement action. Strives for compliance over enforcement.

2. Makes reports of possible code or ordinance violations.

3. Prepares and submits activity reports as requested.

4. Assists the public in understanding various code and ordinance regulations and requirements.

5. Responds to requests for assistance from the public.

6. Handles complaints received by the Department concerning code and ordinance violations.

7. Investigates and prepares cases concerning code or ordinance violations for consideration by administrative, quasi-judicial, and judicial entities. Files cases and testifies.

8. Attempts to obtain assistance, through outreach programs, for those unable to financially remedy their code violations.

9. Maintains continuous check of all business activities in the City with regard to proper business registration, signage and operations per City Codes.

EDUCATION, TRAINING AND EXPERIENCE

High School diploma, GED, or other certificate of competency supplemented by two years of experience in code inspection work involving public contact. Must possess a valid Florida driver's license. Code Enforcement certification, Level 1 preferred.

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

CERTIFICATIONS, LICENSES, REGISTRATIONS

  • Must possess a valid driver’s license.
  • Code Enforcement certification, Level 1 preferred (or ability to obtain within 1 year of employment)

KNOWLEDGE, SKILLS, and ABILITIES

  • Ability to quickly become knowledgeable in City streets and locations.
  • Must have great people skills.
  • Ability to communicate ideas and information in an effective, clear and concise manner both orally and in writing.
  • Knowledge of municipal license code regulations.
  • Knowledge of local, county and state statutes, and the ability to enforce them as required.
  • Ability to enforce codes, ordinances, local, county and state laws impartially and with firmness and tact.
  • Knowledge of legal principles and practices as applied to investigation, evidence gathering, and presentation of cases before the Special Master.
  • Skills to compose written communication, to organize meetings, and to perform verbal and visual presentations in public forums.

  • Ability to handle complaints in a courteous and efficient manner.
  • Ability to work independently; to make sound decisions based on well established procedures and municipal regulations.
  • Ability to establish and maintain activity files; to prepare reports as requested.
  • knowledge of general written standards and procedures utilized, and have the ability to read, interpret, and follow the procedural and policy manual related to the job tasks.
  • Skill in establishing and maintaining effective working relationships with other employees and the general public.
  • Skill in dealing tactfully and effectively with citizens in a wide variety of situations.
  • Working knowledge of personal computer and ability to use database computer software applications.
  • Ability to perform well under potentially stressful events such as hurricanes and severe weather.

WORK ENVIRONMENT

  • The work environment includes outside field work and inside of motor vehicles and outside with exposure to all types of weather conditions including extremely sever weather (hurricane), noise, dust, hazardous chemicals, electrical energy, slippery surfaces, water, sewage, heights and below ground.

  • Work environment is also in an office setting utilizing email, written correspondence and telephone to communicate with the public and other departments.
  • May be exposed to extreme heat and adverse weather conditions.

ESSENTIAL PERSONNEL DESIGNATION

This position is designated as Essential Personnel. Essential Personnel are those who serve in job functions that are essential to the City’s operations and/or its citizens and which are required to be maintained during any severe weather or other emergency condition. Essential Personnel may be required to report to or remain at work during any event deemed to be an emergency by the City of South Daytona.
