The Washington Department of Natural Resources (DNR) has an exciting opportunity to fill two Property & Acquisition Specialist 3 (PAS3) positions within the Shoreline District, one in Salmon Bay and the other in South Kitsap/Commencement Bay. Shoreline is one of the three operational districts of the Aquatic Resources Division. The districts are responsible for issuing authorizations for use of state-owned aquatic lands (SOAL), ensuring aquatic resources are being protected and that all state-owned aquatic lands are managed in a manner that contributes to fulfillment of the DNR mission and complies with statute and administrative rules (particularly RCW 79.100 through RCW 79.145 and WAC 332-30).

The PAS3 position is closely aligned with the DNR’s mission in managing SOAL in conformance with constitutional and statutory requirements, particularly RCW 79.105 through RCW 79.145 and WAC 332-30. General work goals and actions are assigned primarily by a District Manager. The PAS3 is responsible for developing his or her own day-to-day work goals and schedule as well as establishing work goals and priorities for PAS1 Techs. The PAS 3 interacts with other district and division staff, region staff, lessees, and city/county/state/tribal/federal staff to accomplish his or her work.

Duties

Responsibilities:
The primary responsibility of the PAS3 position is to negotiate, prepare, and manage aquatic land use authorizations (easements, licenses, and/or leases) on behalf of the citizens of the state. The PAS3 is expected to become the subject matter expert on uses of state-owned aquatic lands that occur within their assigned geographic management area. Specific tasks of this position include reviewing applications; determining ownership; calculating fees; reviewing property surveys; assembling contracts; coordinating with DNR environmental scientists and policy experts; ensuring compliance with contract terms; performing site inspections; and resolving unauthorized uses. Additional duties include conducting stakeholder outreach; developing and maintaining strong intergovernmental relationships; and providing information regarding department laws, policies, and guidance to the public and to other government entities pertaining to the management of SOAL.

Qualifications

Required Qualifications:

  • Bachelor’s Degree and two years of experience in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field OR a combination of education and/or equivalent experience.
  • Knowledge of contract, business, or property management.
  • Knowledge of interpreting and implementing guidelines, regulations, and laws.
  • Knowledge of working with natural resource management/environmental protection issues.
  • Ability to manage multiple complex tasks, setting workload priorities, and completing tasks on time.
  • Ability to provide good customer service.
  • Ability to speak and write clearly and succinctly, and use typical office software.
  • Ability to collaborate on internal and external issues in active, respectful, cooperative, and professional manner.
  • Ability to negotiate contentious issues in a respectful, responsive, and informed manner.

Special Requirements and Conditions of Employment :
  • The work environment is approximately 90% at a workspace/office and 10% in the field. Most fieldwork involves being on or near the water with the risk of falling in (use of personal floatation devices is mandatory in such locations). Most fieldwork involves driving.
  • Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two concurrent nights away. Overnight travel is generally less than two nights a month.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desired Qualifications:
  • Knowledge and understanding of land use authorizations (leases, easements, licenses, etc.) and other legal instruments associated with land management.
  • Experience working for or with other resource agencies, tribes, or local governments.
  • Knowledge of environmental permitting/regulatory processes and rules.
  • Experience working in commodity industries (e.g., shellfish, minerals, timber, or agriculture).
  • Experience working on public access, recreation, or parks issues.
  • Experience operating small motorboats.
