This position serves as the laboratory manager for five community hematology and medical oncology clinics and infusion units throughout the Portland-metro area, collectively referred to as Community Hematology Oncology (CHO). This position additionally manages clinical lab operations at the Center for Health and Healing - 2 (CHH-2) 3rd Floor Lab to support the mission and objectives of OHSU Healthcare.

CHO is a part of the OHSU Knight-Legacy Health Cancer Collaborative (Cancer Collaborative), which is a partnership that exists to enhance care delivery and access for patients across OHSU, Legacy Health, and the community at large. The Cancer Collaborative aims to align clinical protocols, access and service standards, practice standards, and clinical outcome and patient experience expectations across participating sites and institutions.

The CHO-CHH2 Lab Manager will have the opportunity to work with a team of dedicated laboratory staff across organizations and sites. The CHO-CHH2 Lab Manager will oversee daily lab operations, and perform bench work as needed to maintain proficiency/competency in technical operations. The manager will have the opportunity to apply innovative and strategic leadership to ensure excellence in lab operations, from cost and quality, to regulatory and patient experience measures.

The incumbent works cooperatively with the Administrative Lab Director, CHO Clinic Director and appropriate medical directors to manage the physical and human resource assets of the department in accordance with departmental, clinic, hospital, and corporate policies.

The CHO-CHH-2 Lab Manager is responsible to maintain all laboratory operations at high standards consistent with all quality policies and to meet all accreditation requirements. The CHO-CHH-2 Lab Manager will advise OHSU Pathology and CHO leadership on laboratory issues, lead current and new laboratory initiatives relating to practice optimization, and represent leadership in external programs, projects and committees. The CHO-CHH-2 Lab Manager will direct and oversee lab operations at Beaverton, Tualatin/Meridian Park, Northwest/Good Samaritan, East Portland/Adventist, Gresham/Mt. Hood, and CHH-2.

Function/Duties of Position:
OPERATIONS & TECHNICAL MANAGEMENT
Manages day-to-day operations of the CHO-CHH2 Labs by interacting with staff and faculty, to assure optimal workflow, customer service, and high-quality laboratory testing. Formulates policies and procedures and training programs to ensure consistent and reliable operations in all situations. Reviews policies and procedures with medical and administrative directors and writes in standard formats for distribution and implementation among staff.

Models excellent written and personal communication skills by listening, maintaining a positive and helpful attitude and ensures staff are trained in these skills. Coordinates with Environmental Services and Facilities, regarding housekeeping and maintenance needs of the laboratory. Serves as a resource for other laboratory and hospital staff.

As manager of the section, acts as a leader and technical role model for all lab processes, provides training when needed, and maintains current, detailed knowledge of section operations. Performs and coordinates higher level functions of laboratory including QC and proficiency testing review and corrective action, new test development, advanced staff training, review of staff work, coordination of work assignments, and other as assigned.

Directs or delegates the orientation and technical training of new Lab or MA employees related to laboratory operations and practices. Develops training and evaluation guidelines for new employees. Reviews staff work on a regular basis and provides feedback and technical instruction to the staff where needed for improvement. Keeps lab director informed of problems. Communicates changes to policies and procedures to staff, by email, memos or staff meetings.

Ensures that safety regulations are met. Informs leadership when safety regulations are not met or new safety issues arise. Is pro-active in problem solving and planning for the future needs of the laboratory. Participates in regular bench rotations and provides training where indicated. Creates an environment of continuous improvement for staff.

HUMAN RESOURCES MANAGEMENT
Designs and implements staffing plans which ensure coverage of work, meeting turnaround time goals, and high-quality results on all shifts. Selects employees who demonstrate understanding of organizational culture and job-specific duties and provides continuous feedback, encouragement, and coaching and addresses employee performance issues.

Takes responsibility for Laboratory and MA staff proficiency; provides continuous feedback, encouragement, and coaching; addresses employee performance problems in an appropriate and timely manner. Manages human resources according to hospital policies and procedures: 100% of employees receive performance appraisals and mandatory education annually; 100% of employees have a current position description including performance standards, essential job functions, development plans, and competencies.

Manages human resources according to labor laws and collective bargaining contracts with no repetitive violations of contract articles or labor laws or untimely response to filed grievances. Provides training and development for staff and other hospital employees as appropriate. Works with staff to recognize team and individual accomplishments, ensure open communication, teamwork, and high-level customer service.

FINANCIAL RESOURCE MANAGEMENT
Monitors CHO Lab revenue and expenses, including submitting budget information in expected format and time lines, while meeting financial expectations. Understands financial systems and uses them effectively. Monitors monthly variances using expected format and within time lines.

Works in coordination with Lab Director, Practice Managers and Nursing Manager, and other relevant stakeholders, to meet or exceed budgeted goals as determined in conjunction with CHO and Pathology Leadership. Works with technical staff and faculty to plan and implement processes to ensure budget targets are met. Continually assesses opportunities for increased productivity and efficiency. Financial reports show continuously improving financial picture.

QUALITY AND REGULATORY MANAGEMENT
Works with technical staff to ensure compliance with DNV, CAP, CMS and other regulatory agency standards. Develops Quality Assessment and Improvement programs for all sections’ services according to departmental and hospital policies. Works to assure effective, compliant technical billing. Assists in data gathering for quarterly QI reports.

Submits data when requested and responds to any deficiencies within required timelines. Maintains personal professional certification and current knowledge of technological and management applications that apply to areas of responsibility. Demonstrates knowledge and proficiency with OPEx principles and Daily Management System.

ASSET MANAGEMENT
Assists in the development of section’s capital budgets, routine budgets, and project needs, and submits proposals within expected format, procedure and timeline. Manages equipment repair and maintenance according to clinic and lab policies and procedures.

Works with technical staff to ensure optimal quality and functionality of equipment at all times. Manages current and future space needs according to operational requirements. Meets all equipment and space-related accreditation requirements at all times.

OTHER DUTIES
Attends and participates in section and departmental meetings, hospital manager’s meetings, hospital-wide committees/activities. Performs other duties as assigned by leadership

Maintains and updates managerial knowledge and skills by actively participating in continuing education and conferences. Understands and complies with the Code of Conduct, OHSU and departmental policies and procedures, applicable rules, regulation.

Required Qualifications:
  • Bachelor’s degree or higher in Medical Technology, chemical, physical, biological science, business management or related field.
  • 4 years of supervisory, lead, or project management experience in laboratory services, or equivalent.
  • 4 years of work experience as MT/MLS/MLT or equivalent clinical lab experience
  • General knowledge of laboratory terminology, equipment, materials and techniques, regulations and safety.
    • Skill in handling of laboratory specimens, record keeping and laboratory equipment.
    • Skill in identifying cells and cell morphology.
    • Skill in using several different computer systems, including: word processing, dedicated LIS/HIS, etc.
    • Ability to follow written and oral instructions accurately, and operate and maintain standard laboratory equipment.
    • Ability to work independently within established guidelines, and apply problem-solving skills.
    • Ability to demonstrate performance of job duties to trainees.
    • Demonstrate personal integrity, efficiency, and ability to adjust to rapidly changing testing priorities.
    • Ability to work in a multi-tasking environment and display technical skills at many different workstations throughout the laboratory.
  • MLS (ASCP) or MLT (ASCP) or equivalent.

Preferred Qualifications:
  • Masters or advanced degree in technical, business or related field
  • Experience in a Hematology/Oncology setting.
  • Experience in a fast paced, multidisciplinary laboratory environment
  • Comprehensive understanding of the roles and responsibilities of the staff represented within the lab sections
  • Comprehensive knowledge and ability to apply the principles and practices of business, financial, and human resources management.

Working Conditions
  • This position functions in a laboratory and office environment with possible exposure to biological and chemical hazards. The environment is busy with many possible interruptions, multiple demands and constant interactions with people.
  • This position may require working flexible schedules including, weekends and holidays; working at multiple laboratory or hospital sites; travel between laboratories and sites by stairs, elevator, tram, shuttle or other means; exposure to blood and body fluids, chemical hazards; working in a somewhat noisy and crowded environment; wearing gloves and other Personal Protective Equipment for long periods of time; experiencing occasional variations in temperature
Physical Demands & Equipment Usage
  • This position requires heavy use of computer and phones and occasional use of laboratory equipment. May require sitting for long periods and lifting and carrying up to 40 lbs.
