General Statement of Duties

Identifies business application and integrated technology opportunities and develops and implements, or coordinates the implementation of, solutions for resolving business problems; coordinates complex projects related to the enterprise system operations and functionality; performs related work as required.


Essential Duties


This position is part of the County's Career Development Program (CDP) whose role will include; but not limited to, the support, administration, enhancement and integration of the following 3rd party enterprise systems: Oracle EBS (Financial Modules), Tax Billing System(PCI), Cashier System (PCI) and CAMA system (VISION). These systems utilize the following technologies and tools: Oracle 12g dbase or SQL Server 2014 or higher dbase, TOAD, SQL Server Management Studio, Oracle APEX, EIS Reports, Crystal Reports, IIS Web Services, VB.net or SSIS Packages.

Requires working knowledge of relational databases (Oracle and/or SQL Server) and enterprise system design and system functionality; requires working knowledge of data processing, hardware platforms, and enterprise software applications; experience with systems networking, databases, and end user support preferred; strong working knowledge of various assigned enterprise systems and functional capabilities; strong programming and coding skills with the demonstrated ability to develop efficient and effective code from end-user requirements to develop functional enhancements, reporting other modifications beyond the enterprise systems' delivered code are preferred; requires strong troubleshooting and diagnostic skills; strong working knowledge and understanding of County's operational needs and end-users' needs related to assigned enterprise system(s) existing and potential capabilities preferred; requires strong computer skills with good problem solving/troubleshooting skills and the demonstrated ability to synthesize data provided by end users to resolve reported issues; requires critical thinking skills with the ability to problem solve and make sound decisions even when under pressure; excellent interpersonal and communication skills with the ability to communicate technical information to non-technical audiences in user friendly language; ability to express ideas clearly and concisely, orally and in writing; ability to create and maintain accurate technical documentation; excellent interpersonal and communication skills with the ability to partner effectively to establish and maintain a good working relationship with IT staff and County staff; excellent collaboration skills; strong computer skills with ability to proficiently use computer and typical business software and applications as well as related peripherals and wireless devices; physical condition that permits the activities necessary in and inherent to the assigned duties such as manual dexterity; the ability to train, coach and mentor as well as foster and maintain high morale and engagement; sound project management skills sufficient to manage assigned projects or tasks and related resources to completion; ability to multitask and effectively manage competing priorities and make sound decisions; personal accountability including teamwork and establishing and maintaining positive relationships with IT staff and department staff Countywide; ability to work independently and recognize when to elevate issues for guidance or resolution; excellent customer service skills; tact; and courtesy. Must be able to represent the County and IT Department with end users in various departments Countywide in a positive and appropriate manner. May occasionally require the ability to work a flexible schedule or work at various locations Countywide as needed.





Minimum Qualifications


Two (2) year degree in relevant IT field of study and two (2) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

This position is part of an approved career development plan and may be filled at level I or II consistent with the successful candidate's experience and qualifications.

IT Systems Developer I: Graduation from high school/GED including completion of some relevant coursework at the high school level; Two (2) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. [Expected hiring range: $61,324 - $67,353];

IT Systems Developer II: Two-year degree in a relevant IT field of study; Two (2) years of relevant work experience; OR , any equivalent combination of experience and training which provides the required knowledge, skills and abilities [Expected hiring range: $64,267 - $70,586]

A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

May require of a valid driver's license to provide support at locations Countywide.
