This position is located in the Health Resources and Services Administration, Office of Information Technology, Security Office. This position is 100% virtual and the US location is negotiable after selection. Work sites outside of the U.S. are prohibited. Your salary will be based upon the locality pay of your work site after selection.

IT Specialists (INFOSEC) are a mission critical occupation for HRSA. These positions are responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an IT Specialist - Info Sec Information Systems Security Officer (ISSO), you will be providing expert assistance and advice on the overall establishment of information technology security policies, plans, and programs.
Your major duties and responsibilities will include:

  • Conducting security evaluations and audits, as well as risk and vulnerability assessments of existing and future information systems to identify vulnerabilities, risks, and protection needs.
  • Establishing and conducting a system-wide process for evaluating the effectiveness and efficiency of IT security controls.
  • Providing guidance to IT management, staff, and customers by interpreting computer security incidents.
  • Providing expert consultation and advice on the development and implementation of all security plans, including disaster recovery/contingency plans, risk analyses, certifications of application and operating system software, and certifications of contractor security provisions.
  • Evaluating, developing and implementing systems, network and data security training programs to ensure ISSOs and users understand and adhere to systems security policies and procedures.

To qualify for this position, your resume must clearly demonstrate that you have IT-related information security experience in each of the four competencies listed below:

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Conducting and validating risk and vulnerability assessments, including documenting controls, creating detailed process flows, identifying potential gaps or inconsistencies, providing sound recommendations for improvement and/or migration, and developing and tracking plan of actions and milestones
AND
  • Providing expert Cybersecurity direction and technical guidance on critical IT programs, examples of which include communicating IT requirements and/or providing training to Information Systems Security Officers (ISSO), Engineers, and System Administrators.
