Argo's Financial Control Group (FCG) is on a transformative journey to become a best-in-class department that is guided by a philosophy of adding value and improving the operations of the organization. We are looking for highly talented and motivated people to join the FCG team. As part of that journey, we are re-vamping the way the team operates. This includes re-writing policies and procedures; re-working templates and processes; advising the business as changes are made; and creating new and different approaches to perform controls testing, strengthening governance and increase the overall value proposition of the team. The IT Manager, Financial Controls will be responsible for the IT audits of the Company's internal controls over financial reporting (ICFR). This position will also be responsible for assisting in the enhancing of our current SOX program, helping the team through change to execute on the enhanced program, leading the business and control owners through change to comply with the enhanced program and ensuring we deliver and execute in accordance with the program. The position will help look forward and ensure the program continues to meet upcoming changes in regulations and PCAOB and Model Audit Rule requirements while staying at the forefront of innovation on how such programs are structured and run. The Financial Control Group (FCG) is part of Internal Audit, however, is a second line of defense function. FCG is primarily responsible for managing the Internal Controls over Financial Reporting (ICFR) (SOX/MAR program). FCG's primary objective is to ensure the internal control environment is adequately maintained and the SOX program is executed effectively in support of Section 302/404 as required by the Sarbanes Oxley Act of 2002. Its activities are considered part of the "monitoring" layer of the system of internal control and therefore, are included in both managements and the external auditor's assessment. FCG reports its results to Management, the SOX Steering Committee, and the company's Audit Committee.

The IT Manager, Financial Control will be responsible for partnering with Digital Technology Services and the business for the IT audits of the Company's internal controls over financial reporting (ICFR). This position will also be responsible for assisting in the enhancement of our current SOX program, helping the team through change to execute the enhanced program, leading the business and control owners through change to comply with the enhanced program, and ensuring we deliver and execute in accordance with the program.

Key Duties and Accountabilities

  • Lead the annual ITGC risk assessment and assist in the scoping process. Coordinate and engage with Digital Technology Service and functional teams to ensure the annual SOX scope is reflective of the Company's overall risk management strategy and contemplates significant changes that may have an impact on the design and/or effectiveness of controls.
  • Provide subject matter expertise on technology control risk and compliance obligations.
  • Collaborate with process owners to create flowcharts of key processes, identifying key risks and controls.
  • Document SOX ITGC and application walkthroughs to evaluate the design and operating effectiveness of internal controls over financial reporting, ensuring key risks are identified and adequacy of stated controls and process documentation, and identify any control gaps.
  • Develop and execute testing of key controls for assigned areas in established/required timelines.
  • Communicate findings: Identify, assess, and document deficiencies, including root cause and exposure analysis. Partner with business leaders to develop remediation strategies for identified issues and monitor remediation activities.
  • Lead and develop solutions to address process improvements or leading practices.
  • Provide management with a controls assessment associated with changes to process and/or technology that would impact the control environment.
  • Maintains ongoing communication and coordination with External Auditors to ensure alignment on SOX planning, walkthroughs, and testing, audit requests, and remediation of deficiencies, to maximize external audit reliance.
  • Assists in the preparation of executive management materials highlighting overall SOX progress and results.
  • Develops and conducts training program to educate Business Process and Information Technology control/process owners.

Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Accounting, Business Administration, or Finance, or equivalent from an accredited college or university required.
  • CISA, CPA, or CIA preferred.
  • 8+ years of related work experience in IT controls-based auditing required with SOX public accounting or internal audit, insurance industry or financial services industry experience.
  • Detailed knowledge of Sarbanes-Oxley requirements and the COSO framework.
  • SOX ITGC experience and willingness to continue this hands-on task within a management role.
  • Deadline-oriented, self-starter possessing a strong work ethic.
  • Strong problem-solving and analytical skills.
  • The ability to multi-task; capable of meeting deadlines. Good organizational and time management skills.

The base salary range provided below will be commensurate with candidate experience. In addition to base salary, all employees are eligible for an annual bonus based on company and individual performance as well as a generous benefits package.

New York City Pay Range:

$151,700—$180,400 USD
