About the Position
ABOUT THE POSITION:
The IT Governance, Standards, and Policies Manager is responsible for the design, management, and adherence to IT governance processes, policies and standards regarding oversight of all IT assets and services. The IT Governance, Standards, and Policies Manager oversees process documentation and review, reporting and analytics, managing, measuring, and monitoring controls in support of decision making, policies, risk management, and compliance. This role leverages communication and influence skills to drive compliance across the Judicial Branch, ensuring that operations, procedures, and products meet compliance standards and security protocols. This includes matrix leadership responsibilities across the IT organization and internal/external stakeholders to ensure compliance with Administrative Office of the Courts (AOC) and IT governance standards, policies, and processes.
Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position will allow for a telework schedule up to 4 days per week dependent on the needs of the Judicial Branch.

POSITION QUALIFICATIONS

Education:
  • Bachelor's degree in computer science, management information systems, public or business administration, or a related field

Experience:
  • Seven (7) years of experience in managing IT governance, risk, and compliance
OR
Combined education and experience qualifications:
  • A combination of education and job-related experience may substitute on a year-for-year basis
Our Preferred Candidate has:
  • Knowledge, experience and/or certifications in GRC tooling (SAP GRC, ServiceNow GRC)
  • Knowledge, experience, and/or certifications in GRC, SOC, & IT policies and standards
  • Certified in Risk and Information Systems Control (ISACA)
  • Experience working in a court environment and with AOC requirements

ESSENTIAL JOB TASKS

  • Develops and guides the IT governance program with IT leadership
  • Creates and maintains IT policies, standards, and procedures.
  • Manages, evaluates, and monitors controls in support of decision-making, policies, risk management, and compliance.
  • Monitors and manages AOC requirements, risk management activities, and compliance with judicial standards and policies across the Judicial Branch’s enterprise
  • Performs analysis of vendor management and contract management to evaluate governance, risk, and compliance activities
  • Ensures that operations, procedures, and products meet compliance standards and security protocols.
  • Identifies risks and ensures IT controls and operational processes are in place to mitigate issues, and that quantified risk is communicated with stakeholders to inform decision making.
  • Monitors technology usage and ensures processes and policies are adhered to for new technology within the environment.
  • Provides governance and ensures compliance across and within the organization.
  • Manages governance processes against objectives and key results (OKRs)
  • Coordinates and tracks audits and provides guidance on appropriate audit responses.
