Description
The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. This Information Systems Manager position in the Division of Information Systems will have the opportunity to work with friendly colleagues in a rewarding atmosphere. The Division oversees and manages information systems projects that are funded by Medicaid. As an employee within the Division, you will have the ability to showcase your skills within the Kentucky Department for Medicaid Services, including the Cabinet for Health and Family Services and external agencies.

Responsibilities and Duties include but are not limited to:
  • Oversees and provides leadership and supervision for the employees, system development and maintenance activities for branch assignments. Supervises first line supervisors, team leads, and employees involved in providing data processing services. Provides management assistance in planning, design, development, implementation of computer systems.
  • Prepare, review and analyze required budget and system related documents within the Branch/Division. Provide feedback for Division projects. Assure all documents are submitted and/or stored in a timely manner. Reviews and approves all expenditures in the branch.
  • Serves as the Liaison between the Division and internal/external counterparts. Works to resolve issues and assures required information is provided as needed. Develops short and long range plans for the data processing needs of the branch.
  • Interprets and assures branch adherence to OATS policies and procedures and OATS strategic plan. Assures branch is following established protocols and standards for project documentation, status reporting and critical escalation procedures.
  • Promotes use of statewide information resource management guidelines and technology standards including the Security of CHFS applications and data. Evaluates and seeks training and assistance needed for branch staff in order to acquire skills needed to perform job duties.
  • Performs administrative accounting, reporting, special projects and other duties as assigned in a timely manner.
Preferred Knowledge / Skills:
  • One year management/supervisory experience
  • Project management experience
  • Data analytics experience
  • Experience working with Medicaid data

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.

Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year for year basis. A master's degree in computer science will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year for year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year for year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
