Image Production Postal Service Specialist Entry Level (IPPS Specialist I) is responsible for processing and delivering U.S. and interoffice mail, which may include confidential materials, to SMUD centralized mail rooms and other locations as assigned. Operates a vehicle to pick up and deliver U.S. mail, SMUD mail, materials, and supplies. Their primary responsibilities include sorting by mail stop, department, or category, forwarding misdirected deliveries if necessary, maintaining an inventory of outgoing mailing supplies so that they can be located when needed as well as outgoing mail processing. They also manage outgoing packages and ensure proper labeling and packaging of posts going out with delivery companies such as FedEx and USPS. Also responsible for assisting in minor task completion in copy center and bindery and press operations such as simple copies, pallet wrapping, material ordering, printed material finishing (folding, scoring, cutting, etc.) as needed.


This posting intends to fill two (2) full-time IPPS Specialist I positions, AND create an eligibility list which may be used to fill future full-time or limited term IPPS Specialist I vacancies over the next two (2) years.

Purpose

Under generally close supervision, performs all the responsible tasks associated with SMUD Image Production and Postal Services IPPS Process. This process includes operation of duplicating and binding equipment and the work involved in the timely and accurate distribution, collection and processing of mail and other material documents. This is a broad classification series that encompasses all aspects of the IPPS role, including but not limited to: bindery, duplicating, postal sorting and distribution.

Nature and Scope

This classification is comprised of three levels: Level I is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level II upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.Promotion to the III senior level is not through a job progression and will happen through SMUD standard civil service hiring process.

Duties and Responsibilities

Postal Center

  • Delivers U.S. and interoffice mail, which may include cash and confidential materials, to SMUD mail stops and other locations as assigned.
  • Picks up and sorts outgoing mail.
  • Operates a vehicle to pick up and deliver U.S. mail, SMUD mail, materials and supplies.
  • Weighs and meters mail and processes through the metering machine.
  • Update and maintain operational log sheet
  • Processes bulk rate mailings.
  • Sort mail by zip code, name and/or mail stop.
  • Sorts mail by weight, price and/or destination.
  • Operates mail machines such as the mail opener, folder, and metering equipment
  • Logs in incoming Express mail and packages.

Bindery

  • Performs complex bindery duties: saddle stitches, folds, scores, perforates, measures cuts to determine final product outcome.
  • Adjusts, sets up, and performs routine maintenance on a variety of auxiliary equipment such as hydraulic drill hole puncher, collator, paper jogger, paper cutter, automated stapler and folding machine.
  • Performs basic equipment maintenance and changes cutter steel blades.
  • Uses auxiliary equipment on completed materials of various sizes, tabbing and labeling machine, tape binding/printing machine, MBO industrial size folder.
  • Uses spiral, gauze or tape method on duplicated/printed materials and booklets.
  • Hand collates and operates collating machine, hand staples and operates wire stitcher machine, hand folds and operates industrial and table top folder and computerized folding machine, cuts and hole punches completed printed materials using a hydraulic drill.
  • Hand binds duplicated/printed materials into booklets.Hand pads paper and a variety of SMUD documents using cement or transparent padding.
  • Counts, assembles, wraps, sorts, boxes, and ships/distributes outgoing materials.
  • Operates a variety of automated machines
  • Closes down operation at night.

Duplicating Machine Operations

  • Operates a variety of complex copiers in the reproduction of a variety of printed materials including forms, reports, bulletins, memos, and notices.
  • Sets and adjusts copy machine or press for proper operation.
  • Performs bindery duties, including: staples, spiral, coil and tape binds, boxes orders, saddle stitches, operates hydraulic drill, collates, folds, cuts, tape binds with titles on spine, pads.
  • Uses pallet jack and manual pallet strapping, paper jogger, automatic labeler and machine, and hydraulic pallet lifter.
  • Assists customers with work orders.
  • Answers questions and gives job estimates.
  • Makes covers used when binding special reports and presentations.
  • Cleans and performs routine maintenance on copiers.
  • Generates mailing labels using Word and Excel.

Other Duties

  • Performs related duties similar in scope and function as required.Counts, assembles, labels, wraps sorts, boxes and prepares pallets up to 2,000 pounds; shrink-wraps pallets and prepares for shipping.

Knowledge Of

IPPS Specialist I: Duplicating/copy equipment and functions.Computer software, including basic bindery and postal functions. Modern office procedures and equipment

IPPS Specialist II: In addition to the requirements for Postal Specialist I: High-volume duplicating/postal or bindery equipment and functions. Equipment used to collate, weigh and stamp mail.

IPPS Specialist III: In addition to the requirements for Postal Specialist II: Costs to duplicate and bind a variety of documents. Difficult and complex computerized duplicating equipment and functions. Printer-compatible file formats.

Skills To

IPPS Specialist I: Establish and maintain cooperative and effective working relationships. Identify, sort and deliver inter-office mail to City destinations. Lift and move objects weighing up to 50 pounds. Learn to operate a variety of machines and equipment involved in collecting, collating, weighing and stamping mail. Learn to operate high-volume duplicating and bindery equipment. Operate a personal computer. Follow oral and written instructions. Pay close attention to detail. Prioritize work, process many assignments at one time and meet deadlines. Work overtime for special projects as required.

IPPS Specialist II: In addition to the requirements for Postal Specialist I: Operate a variety of equipment involved in collecting, collating, weighing and stamping mail. Operate high-volume postal and bindery equipment. Perform routine cleaning, maintenance, and repair of duplicating, bindery or mailroom equipment.

IPPS Specialist III: In addition to the requirements for Postal Specialist II: Perform cleaning, maintenance, and basic repair of duplicating, bindery or mailroom equipment. Lead or supervise employees in a duplicating/reprographics shop and mailroom. Understand complex printing requisitions, and reproduce a variety of detailed and complex documents and materials.

Required Education

  • High School diploma or equivalent

Required Experience Qualifications

IPPS Specialist I: One year of clerical experience that involved answering phones, filing, operating a computer and operating a copy machine. IPPS Specialist II: In addition to the requirements for Postal Specialist I: One year of clerical experience that involved answering phones, filing, operating a computer and operating a copy machine. Including at least 90 days as a Postal Specialist I OR- One year of experience operating high-volume duplicating/reprographics equipment, bindery equipment or equipment used to process mail. IPPS Specialist III: In addition to the requirements for Postal Specialist II: One year of experience as a Postal Specialist II with SMUD in the operation of high-volume duplicating/reprographics equipment. OR- One year of experience operating commercial-level, high-volume duplicating/ reprographics equipment in a production environment.

Desirable Qualifications

Any experience with delivery and pickup of packages and mail, mail room operations such as sorting and delivery of incoming mail, inserting and metering of mailings using inserting and metering machines, and copy, print and bindery services as well as customer service is highly desirable.
