Ulster BOCES is seeking a Human Resources Specialist for a full-time, 12 month position. The ideal candidate has several years of experience managing HR information systems, a solid understanding of core HR functions, excellent critical thinking skills, and a curious, analytical mind. A high level of computer proficiency is required. In addition, the ideal candidate is passionate about technology, is results-driven, works well under pressure, and has a positive, can-do attitude. Regionally competitive salary and benefits. Salary range: $56,000 to $67,000.

GENERAL RESPONSIBILITIES :
An employee in this class is responsible for providing technical expertise and analytical support in the administration of HR business processes and systems. The work involves specialized functions of varying complexity and, as such, requires a broad understanding of HR business disciplines and best practices (recruitment, benefits, compensation, regulatory compliance, etc.), and their interdependencies. The incumbent actively participates in the implementation and management of Human Resources products, including the development of guidelines, and the complete life cycle of reports, solutions and interfaces. Work is performed under the general supervision of a higher level employee with wide leeway allowed for using independent judgement in carrying out the details of the work. Supervision may be exercised over the work of other employees involved in a project or outside contractors. Does related work as required.

WORK SCHEDULE:
12 month, Full-time
Monday through Friday

SPECIFIC DUTIES:
1. Supports Human Resource (HR) operations and day-to-day business activities, as per established Standard Operating Procedures (SOP), and in accordance with rules, laws, and regulations.
2. Contributes to SOP and workflow development; maintains internal controls that guarantee compliance and consistency; actively participates in resolving procedural issues; business cycle and activities management.
3. Responsible for HR technology resources and software, including research and development; evaluates existing systems, identifies enhancements, and/or new solutions, and drives improvement initiatives, including systems integration; participates in the evaluation of products and vendors for new technologies to be used; maximizes technological capabilities to reduce manual processes; oversees annual maintenance procedures; HR technology vendor relationship management.
4. Responsible for information management and data integrity, including root cause analysis; addresses accuracy issues and optimizes data quality by conducting periodic audits and tests of systems and databases; sustains standard global processes and ensures governance of HR data; creates and maintains a variety of reports, queries and exports; develops a dashboard of HR metrics that is presented to senior leadership on a monthly, quarterly, and annual basis.
5. Maximizes HR technology utilization; provides guidance and training to team members and management on technical processes, systems, and tools.
6. Supports employee lifecycle activities, from new hire procedures (on-boarding and orientation) to employee off-boarding, in collaboration with recruitment and employee benefits specialists.
7. Maintains Office of Personnel web pages, including training videos and FAQs.

MINIMUM QUALIFICATIONS:
Either:
A. Graduation from a New York State registered or regionally accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Human Resources, Information System, Computer Science or a closely related field, and two (2) years (full-time paid, or its part-time equivalent) experience in human resources and human capital management technology administration;
OR
B. Graduation from a New York State registered or regionally accredited college or university with an Associate's Degree in Business Administration, Public Administration, Human Resources, Information System, Computer Science or a closely related field, and three (3) years (full-time paid, or its part-time equivalent) experience in human resources and human capital management technology administration;
OR
C. Graduation from high school or possession of a high school equivalency diploma and five (5) years (fulltime paid, or its part-time equivalent) in human resources and human capital management technology administration; OR
D. An equivalent combination of training and experience as indicated in A, B and C above.
