Performs full performance professional level human resources functions. Serves as subject matter expert on human resources functions including employee relations, federal laws (e.g., FMLA, ADA, FLSA), workforce planning and position classification, performance management, recruitment and selection, and personnel actions. In coordination with the HR/ER manager, provides human resources & employee relations support to the Wastewater Management Program's division directors, branch chiefs and supervisors. Provides counsel and guidance to managers and employees on employee relations issues. Prepares grievance responses/cases and participates in the civil service process. Interprets county policies and procedures to include federal, state and local laws for employees and management. Analyzes HR data to forecast trends and produce management reports to support workforce planning and strategic planning. Prepares agency plans and documents (e.g., Workforce Plan, Strategic plan, Diversity Plan, etc.) Assists with recruitment and selection functions. Ensures that WWM policies and procedures conform with county Personnel Regulations. Supervises and provides guidance to other HR staff in payroll administration and position control activities. Works under the general supervision of the WWM HR & Employee Relations Manager.

NOTE: This position is designated as emergency service personnel. As such, this position is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:

  • 4 years of experience providing HR policy consultation and guidance in Employee Relations (progressive discipline, grievance process, etc.) to senior-level managers and employees.
  • 3 years of HR experience administering FMLA cases and related paperwork.
  • 3 years of experience participating in workforce planning processes, including preparing WFP presentation documents and development and implementation of WFP strategies.
  • 2 years of experience supervising others or serving as a lead.
  • Experience working with trades employees.
  • Excellent verbal and written communication skills.

PHYSICAL REQUIREMENTS:
General sedentary work in an office environment; ability to sit for extended periods. Ability to climb steps/stairs to assist all employees. Ability to drive a county vehicle to and from various locations for meetings with managers and employees. All duties performed with or without reasonable accommodations.
