Job Summary

Under the general direction of the HR and Labor Relations Director or designee, provides county-wide administration for a variety of human resources functions and systems, with a focus on the recruitment and selection process. This position handles highly confidential information and must function efficiently and effectively in a fast-paced, professional environment.

Primary Duties & Responsibilities

1. Works as part of a cross-functional team that provides exceptional customer service to all the areas of responsibility for the Human Resources Department, including but not limited to recruitment and selection, health and wellness administration, compensation, leave management, organizational development and training, compliance, and employee/labor relations.

2. Manages full-cycle recruitment and selection processes, including working with Department Heads or their designees regarding compliance with staffing policies and procedures, the development of effective job descriptions, job classification, position marketing, sourcing candidates, candidate screening, interviewing, record/background review, and employment offers and the new hire orientation/paperwork process.

3. Assists with workforce development strategy, planning, and implementation.

4. Creates and maintains employee records on the County HR software system, including entering new hires, updating employment/position records, and processing all status changes. Also assists with the development and maintenance of the position HRIS system in , as well as salary/hourly wage grades.

5. Manages the pre-employment drug screen process, as well as the random drug testing required for DOT employees at the road department.

6. Develops recruitment strategy and a pipeline of talent for future recruitment needs and assists with succession planning.

7. Assists with the administration of the County’s classification and compensation system. Processes wage changes and step increases each pay period, along with annual cost of living increases. Participates as a member of the County Reclassification Committee.

8. Conducts salary surveys, collects market data, prepares reports as needed, and responds to similar data requests from other counties.

9. Manages the unemployment process in concert with the Third-Party Administrator; preparing necessary documentation and appearing as a witness to support denial of unemployment requests as needed.

10. Develops and communicates the payroll status change report each pay period for new hires, position changes, and terminations.

11. Handles the layoff and recall notification process, along with the other systems processing related to layoff/recall when necessary.

12. Provides employment and recruitment support, record maintenance and other services to the CCCDA as requested per administrative agreement with the County.

13. Assists with the collective bargaining process, including gathering applicable data and reports as needed, as well as contract review and proposal development.

14. Assists visitors and callers to the HR department in a professional and timely manner.

15. Assists with internal HR audits when needed.

16. Completes employment and wage verifications, as well as verifying service and vesting credit for the pension and/or other retirement plans.

17. Ensures compliance with County policies and procedures, along with multiple collective bargaining agreements. Assists with the development and implementation of new policies and procedures as needed.

18. Maintains a working knowledge of applicable Federal, State, and Local laws and regulations related to functions of the position.

19. Serves as back-up to other members of the HR team as needed and will be cross-trained in other areas of human resources.

20. Performs other duties as assigned.


Job Qualifications

1. A Bachelor’s Degree in Business Administration, Public Administration, Human Resources Management, or a related field is required. An alternative combination of education and work experience may be considered.

2. Two to four years of experience working in human resources with an emphasis in employment/recruitment. Public sector work experience is also preferred.

3. Possession of a valid Michigan driver’s license and an acceptable driving record.

4. Computer skills necessary to effectively utilize word processing, databases, spreadsheets, scanning and imaging, e-mail, internet, and meeting scheduling is required. Experience using web-based Human Resources Information Systems is also required.

5. The ability to network with others and to build trusting relationships with employees, co-workers, elected officials, and department heads. A professional appearance and demeanor is required.

6. A high level of confidentiality in handling employee information and sensitive situations.

7. Communication skills necessary to provide excellent customer service and accurate information to the public, vendors, applicants, and all levels of County personnel.

8. Ability to frequently multi-task and handle simultaneous projects requiring concentration and attention to detail with occasional distractions due to people and/or telephone calls.

9. Must be able to handle difficult situations and conflicts that may arise in a professional manner, as well as deal with pressures related to meeting deadlines and other scheduling requirements, etc.

10. Excellent organizational, concentration and attention to detail skills.

11. Knowledge of federal and state employment laws and regulations
