POSITION SUMMARY:

The Human Resource Manager plays an active and key role in overseeing the administration, work flow and benefits processes for Children’s Council. Reporting to the Chief HR Officer, key responsibilities will require that s/he/they work with our finance team to ensure our audit processes and insurance reporting is carried out when needed. They will navigate, lead and support all staff through the implementation and enrollment of benefits; they will also ensure that our policies and compliance standard adhere to corresponding employment practices for San Francisco employers. The HR Manager will also manage all benefit vendor relationships, our LOA/disability protocols, as well as oversee our post-Covid policies and procedures.

PRIMARY RESPONSIBILITIES:

  • Manage the vendor and benefits broker relationships for the organizations full of suite health and benefit services.
  • Coordinate and lead the open enrollment processes for all staff. This includes the coordination of the communication plan to staff, and the distribution of all compliance and plan descriptions.
  • Oversee and manage benefits administration and compliance audits. This includes troubleshooting claims, premium adjustments, submitting requests for payments, and managing staff resolution/key life changes.
  • You will regularly monitor our employee data for accuracy across all HRIS systems (i.e. employee fte, department, title, and/or benefit enrollment changes).
  • Work closely with the Finance team and the HR Generalist II to ensure accuracy of all employee benefit deduction changes, LOA processes, are all represented in payroll.
  • Prepare, review, and submit annual employment and compliance reports (e.g. EEOC, ACA, Worker’s Comp), and work with the finance team in preparing for all audits.
  • Manage, coordinate, and support all staff on the processes pertaining to FMLA, PFL, SDI, or Covid Paid Leave.
  • Submit monthly insurance premiums check requests and ensure staff reconciliations occurs.
  • Support staff and all levels of management to ensure our policies for hybrid/remote work, post Covid, LOA processes are being followed.
  • Ensure our handbook and internal protocols reflect current on SF employment compliance changes (e.g. laws, ordinances, policies, procedures).
  • Ensure notification and salary step changes for Union staff are distributed in a timely manner.
  • Will perform other duties as required.

REQUIRED QUALIFICATIONS:

  • 3+ years’ experience working as either a HR Manager or Generalist, preferably in a mid-sized (i.e. 75 – 100 employees) organization.
  • Should have solid proficiency working with ADP (Workforce Now or higher) and other HRIS systems (Trakstar, Bamboo, Vidcruiter).
  • Experience administering, reporting and tracking FMLA, PFL, and SDI benefits.
  • Experience preparing, reconciling and customizing ACA, Workers Compensation and EEOC reports.
  • Experience managing employee data integrity and reconciling information in ADP.
  • Proven success managing multiple projects, competing priorities and deadlines.
  • Should have experience supporting and/or processing payroll.
  • Must have the diplomacy to handle sensitive conversations with a high degree of confidentiality.
  • Must have excellent verbal, written and communication skills.
  • PHR certification highly preferred.
  • Background clearance is required

PHYSICAL REQUIREMENTS

  • Mental acuity to perform the essential functions of this position timely and accurately.
  • Dexterity to use office equipment; the ability to sit and work at a desk for extended periods of time.
  • Ability to speak, hear, and understand speech at normal room levels.
