Position Summary

Administers all areas of the Human Resources Department including benefits administration, performance management systems, employee database management, recruitment, job development and training, policy maintenance, and legal compliance. The Human Resources Manager is responsible for assisting supervisors in maintaining a safe, legal workplace, a satisfying work environment and a friendly, helpful, customer service orientation in the store through the continuing development of training for all staff

  • Working knowledge of state and federal labor laws which pertain to employee relations

  • Ability to ascertain and anticipate organizational needs with regards to Human Resources services

MINIMUM QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

Certificate or Degree in Human Resources Management or 3 or more years experience as a Human Resources Generalist

Current certification as a Professional in Human Resources (PHR, SHRM-CP, or SPHR) is preferred.

EXPERIENCE:

Previous supervisory and training experience required

Work experience in a retail environment preferred

ESSENTIAL FUNCTIONS:

Selection and Staffing

  • Ensures effective and timely recruitment and hiring of all employees in compliance with First Alternatives hiring practices, procedures, and policies.
  • Ensures that all new staff complete new employee orientation and trainings.
  • Monitors staff satisfaction and responds accordingly.
  • Provides support to supervisors to ensure timely, consistent, fair performance evaluations.
  • Assists supervisors with difficult staffing duties, including dealing with understaffing, conflict management meetings, termination of employment, and administering disciplinary procedures.
  • Ensures completion of all employment change processes.

Organization/Job Design

  • Ensures the development of and periodic revision of job descriptions and performance evaluation forms.
  • Ensures programs are in place for staff trainings, and monitors those programs for both effectiveness and staff satisfaction.

Organizational Development

  • Develops, revises and implements personnel policies and procedures, ensuring management support.
  • Consults with General Manager on identifying problems and recommends solutions pertaining to personnel issues.
  • Ensures systems exist to ensure accurate communication to all employees.
  • Ensures opportunities for employee participation systems (e.g. Staff Forums, surveys, logbooks, etc).
  • Works with the General Manager and HR Assistant Manager (or HR Assistant) on the bi-annual staff survey, ensuring data is collected in order to respond to the Boards limitation report.
  • Coordinates the implementation of organization-wide personnel processes such as, the Grievance Policy, etc.

Training and Development

  • Coordinates all trainings and professional development of staff and management, both onsite and out-of-town.
  • Ensures the management of the all-staff training budget and all training logistics.
  • Develops training programs as needed to ensure continuing education for supervisors.
  • Maintains and updates personnel handbooks.
  • Maintains his/her own professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Participates in NCG Western Corridor Human Resources Manager group calls on a quarterly basis.

Administrative

  • Ensures accurate maintenance of the HRIS database, personnel records, and other employee files.
  • Responds to legal requests for employee information. This includes overseeing Oregon Employment Department requests, job references, employment verification, and other governmental or service agency requests regarding personnel.
  • Responsible for success of supervisor meetings including agenda setting, facilitation, notes and supervisory skills training development.

Employee Assistance

  • Maintains an advocate role for all staff needs.
  • Responsible for providing meeting facilitation services to staff and management, as needed.
  • Maintains an active EAP program for counseling referrals.

Compensation/Benefits

  • Administers and manages employee benefits programs. Including the reconciliation and coding of all benefit invoices; signing up newly eligible employees for benefits and orchestrating the annual open enrollment process.
  • Administers COBRA benefits and A/R billing in conjunction with Finance Department.
  • Selects and implements all employee benefit programs in conjunction with the General Manager and Store Managers.
  • Maintains HRIS database records for benefits in coordination with Finance Manager.
  • Ensures compliance with all regulations such as HIPAA, COBRA.
  • Ensures implementation of the compensation policy including coordinating all wage reviews.
  • Ensures job positions are priced competitively within budgetary guidelines.

General Human Resources

  • Responsible for compliance with all Federal and State labor practice laws, rules, and guidelines.
  • Assists the General Manager with completing monitoring reports for the Board of Directors, as assigned.
  • Perform other duties as assigned by the General Manager.
